Provision of rental equipment for printing, copying, scanning, and faxing within the structure of the Customs Agency and development and implementation of the institutional architecture of the Customs Agency regarding the digital archive system (DAS)

The subject and scope of the order include the performance of the following activities: 1. Main activity 1: "Provision of rental equipment for printing, copying, scanning, and faxing within the structure of the CA. During the execution of the activity, the following will be carried out: a) Provision of the quantities of devices described in the Technical Specification (TS) – Table No. 1 (MFPs Type 1 – 589 pcs., MFPs Type 2 – 15 pcs., MFPs Type 3 – 24 pcs., Scanners – 31 pcs., Plotters – 3 pcs., Label printers – 91 pcs., Mobile printers – 137 pcs.), which will ensure the needs of the CA structure for printing, copying, scanning, and faxing/receiving without limitation of the volumes of documents that will be generated during the period for which the devices are rented. The quantities contained in Table No. 1 are indicative (forecasted) and may change at the discretion and depending on the specific needs of the Contractor, as the Contractor may not order all announced quantities or may request more than the forecasted number for all or any of the device types within the performance period of this Contract; b) Provision of a hardware-software solution for monitoring, analysis, and reporting; c) Initial distribution and delivery of devices, as described in "Distribution of devices by location" – Annex No. 1 to the TS (including installation of drivers for 3362 users); d) Training of users and administrators on how to operate the devices; e) Ensuring the continuity of access to printing, copying, scanning, and faxing/receiving activities, including at border crossing points with a working regime (24x7); f) Ensuring the redundancy of the solution (redirecting printing to another device until a service or other incident is resolved), including providing a spare device if a device needs repair at an authorized service center; g) A system for monitoring and managing devices for their servicing and maintenance; h) The possibility of increasing/decreasing the number of devices used during the service period; i) The possibility of relocating already commissioned devices according to changes in the CA's needs during the service period; j) Decommissioning of devices after the Contract is completed; 2. Main activity 2: "Analysis and description of existing document collections on paper and electronic media in the CA's archive funds. During the execution of the activity, the following will be carried out: a) preparation of an analysis of all types of documents available in the archives; b) description of archive funds and determination of quantities in terms of paper carriers by document types, versions, formats, content types, condition of paper carriers, and location by units/departments in the CA; c) preparation of a report containing a comprehensive description of the CA's archive funds with territorial distribution, quantitative and qualitative composition; 3. Main activity 3: "Development of the Institutional Architecture (IA) of the CA regarding the digital archive system", including: a) Development of Business Architecture; b) Development of Data Architecture; c) Development of Application Architecture; d) Development of Technology Architecture; 4. Main activity 4: "Implementation of the CA's IA regarding the digital archive system". Within the scope of the activity, an information system will be developed, built, and implemented, with the help of which paper documents will be scanned and stored digitally. The software will ensure the process of comprehensive information processing from scanned documents, as well as subsequent searching by various criteria: a) System components: a.1) OCR (Optical Character Recognition) - OCR functionality will enable automatic recognition of text from scanned paper documents, laboratory protocols, certificates, forms, and other documents used in daily work, as well as eliminate the need for manual data entry, which will reduce the risk of human errors and significantly shorten...
