Production and delivery of promotional textile souvenirs for the needs of Medical University „Prof. Dr. Paraskev Stoyanov“ - Varna

The subject of the public procurement is the selection of a contractor for the production and delivery of promotional textile souvenirs (also called "goods") for the needs of Medical University „Prof. Dr. Paraskev Stoyanov“ – Varna, according to the technical specification (Annex No. 1). The order includes periodic deliveries of goods pre-ordered and specified by the Contracting Authority by type, technical data, комплектация and quantities, as well as the execution of personalization on textile souvenirs purchased by the Contracting Authority. This public procurement is reserved within the meaning of Art. 12, para. 2 of the Public Procurement Act (PPA) and is intended for award to participants under Art. 12, para. 1, item 1 of the PPA, as its subject includes deliveries of goods from the List of goods and services according to the General Terminological Dictionary, adopted by Council of Ministers Decree No. 591/18.07.2016. When participants are specialized enterprises or cooperatives of persons with disabilities, they must comply with the conditions in Art. 12, para. 5 and para. 6 of the PPA. Other interested parties may also participate in the public procurement, but their offers are considered only if there are no admitted offers from the persons under Art. 12, para. 1 of the PPA. Nature and quantity of activities: production and delivery of 13,000 promotional textile souvenirs, according to the attached technical specification (Annex No. 1). The quantities indicated in the technical specification are indicative, for 12 months, and will be used for evaluating the offers. The ordering of the type and quantities of goods is determined by the Contracting Authority depending on its specific needs and financial coverage. The Contracting Authority is not bound by the obligation to exhaust the indicated maximum permissible value and volume of the contract, and reserves the right to order more and/or less than the forecast quantities, including ordering products not included in the technical specification, under the conditions described in the Instructions – item 5 Award Option. The unit price for the production and delivery of promotional textile souvenirs (including the price for personalization according to the relevant print run), with a conceptual design prepared by the Contracting Authority, must be final, per unit (piece), not subject to change during the contract execution, and includes all activities and expenses of the Contractor, directly or indirectly related to the execution of the subject of the procurement (for materials, packaging, printing, transport costs to the delivery location, taxes, fees, duties, and other additional costs), representing the full and final unit price excluding VAT for the execution of the procurement. In cases where the Contracting Authority has not submitted a ready conceptual design up to A3 format, its preparation will be charged according to the price indicated in the Contractor's Price Proposal (Model No. 3) excluding VAT. The price for preparing a conceptual design is paid once. Upon re-ordering goods for which a conceptual design has been prepared and approved, the Contracting Authority will only pay the price for production and delivery. The execution of personalization on promotional textile souvenirs purchased by the Contracting Authority and on promotional textile souvenirs not described in the technical specification, as well as personalization for a larger number of colors and print runs beyond the minimum specified in the technical specification, will be charged according to the unit prices indicated in the Contractor's Price Proposal (Model No. 3). Personalization in this public procurement shall mean the visualization of images on souvenirs of various materials, using different types of technologies. Deadlines for order fulfillment: • for preparation and approval of personalization design - no longer than 3 working days from the date of order submission by the Contracting Authority; • for execution of personalization on goods purchased by the Contracting Authority - no longer than 5 working days from the date of their provision by the Contracting Authority; • for production and delivery of promotional textile souvenirs – no longer than 10 working days from the date of approval of the personalization design by the Contracting Authority.
