"Occasional Bus Transport"

The scope of the procurement includes the following activities: performing occasional passenger transport by bus for various occasions, both within the territory of the Republic of Bulgaria and abroad, depending on the specific needs of the Municipality of Veliko Tarnovo and the secondary budget managers of the Municipality of Veliko Tarnovo. The activities are carried out after written assignment of a specific route, including specified information about the type of vehicle depending on the number of people traveling on the route. For each specific route, the Contractor shall prepare and submit for approval by a representative of the Contracting Authority an offer, prepared in accordance with the terms of the procurement. Estimated volume of services to be awarded for a period of 24 months: - occasional passenger transport within the territory of the Republic of Bulgaria – 54,362 km; - occasional international passenger transport – 11,000 km. The Contracting Authority reserves the right to increase or decrease the volume of services awarded, according to its needs, up to the maximum permissible value of the contract. For the execution of the procurement, a minimum of the following buses are required: Bus category M2 or M3, class B: 1 bus with not less than 10 and not more than 20 seats excluding the driver's seat; Buses category M2 or M3, class II or class III: 1 bus with not less than 22 and not more than 30 seats excluding the driver's seat; 1 bus with not less than 30 and not more than 45 seats excluding the driver's seat; 1 bus with more than 45 seats excluding the driver's seat and Bus category M3 or M2, class II: 1 bus with more than 50 seats excluding the driver's seat, where: 1) For each of the vehicles, a certified copy of the Community license for international passenger transport must be issued; 2) A minimum of 3 (three) of the proposed buses must be suitable for transporting children, i.e., they must have: a certificate of categorization according to the system for international classification of tourist buses of the International Road Transport Union (IRU) and a certificate for passing an additional inspection to check the equipment of buses used for transporting children and/or pupils; 3) All vehicles must comply with the environmental category "EURO 3" or higher. 4) At least one (1) of the proposed buses must be equipped for the transport of persons with reduced mobility. 5) If 1 (one) or more vehicles of category M2 are proposed, at least one of them must meet the definition of a "clean vehicle" according to para. 1, item 1, letter "a" of the Final Provisions of Ordinance No. H-21 of 19.12.2023 on the requirements for clean vehicles. The Contractor shall provide drivers who meet the requirements of Art. 18 of ORDINANCE No. 33 of 03.11.1999 on public transport of passengers and goods within the territory of the Republic of Bulgaria, as well as all other regulatory requirements. The term for the execution of the public procurement contract is 24 months from the date of its entry into force, or until the maximum permissible value of the contract is reached, whichever event occurs first. The indicated estimated value for the item represents the maximum permissible value of the public procurement contract.
