Provision of postal services, part of the universal postal service within the meaning of the Postal Services Act for the needs of Burgas Municipality and its secondary budget managers. The Contractor shall provide: 1. Acceptance, transport and delivery of domestic and international postal items (priority and non-priority), as follows: a/ correspondence items up to 2 kg; b/ small parcels up to 2 kg. 2. Acceptance, transport and delivery of domestic and international postal parcels up to 20 kg (the weight limit for parcels from other countries may be higher). 3. The operator shall also offer the additional services 'registered mail', 'declared value', and 'delivery notification' (return receipt). The participant selected as the contractor shall guarantee the fulfillment of the following requirements: To ensure the integrity of postal items; To ensure the secrecy of correspondence; To ensure postal security requirements; To comply with requirements for the protection of classified information; To comply with requirements for the protection of personal data; To have the ability to process the entire weight range; Acceptance and delivery of items in Burgas Municipality at the address: Republic of Bulgaria, Burgas, 26 "Aleksandrovska" Str., every working day in the morning (from 8:30 to 10:30) and in the afternoon (from 14:30 to 16:30) using a service vehicle, and at other municipal sites from Appendix No. 1 – upon delivery and by call; The contractor shall have the ability, if necessary, to accept items from the Contracting Authority after 17:15 /after the end of the working day/ until 18:30. To complete each 'delivery notification' upon delivery /return receipt/ clearly, legibly, and in detail; Not to cover the texts on postal items and parcels written by the Contracting Authority or its employees on the envelope during their processing; To stamp the items on the day of their acceptance at the service office; To return undelivered postal items and parcels, accompanied by a report indicating the reasons for non-delivery; To provide the services, which are the subject of the public procurement, in such a way that the method of formatting and handing over postal items by employees of the Contracting Authority is not decisive for the price and the size of discounts; 14. To provide barcode labels for registered and ordinary postal items for their automated real-time tracking. 15. To provide barcode scanners for automatic visualization of the unique number of barcode labels on ordinary and registered postal items and their printing in daily logs. 16. If it is impossible or difficult to deliver items with a 'delivery notification' /return receipt/ personally to the recipient, to deliver the items in compliance with the delivery requirements regulated in Chapter VI of the Tax and Social Security Procedure Code, as follows: a/ for a business address – against the signature of a person employed at the address, indicating the name, position/department of the person who received the item, the date and time of delivery; b/ for a home address – against the signature of an adult household member, indicating the full name from the identity document of the person who received the item, their relationship to the recipient, the date and time of delivery. 17. If it is impossible to deliver the item with a 'delivery notification' /return receipt/ on the first visit, an employee of the Contractor shall leave a notification indicating a contact phone number for the Contractor's service office, to clarify the method of delivery of the item. 18. To return each 'delivery notification' /return receipt/ to the addresses of the Contracting Authority within 3 (three) working days from the date of the stamp on the items with 'delivery notification' /return receipt/. 19. To provide information electronically via the item's barcode on the movement of postal items and parcels upon request from the Contracting Authority. The sending of information is at the Contractor's expense. 20. In case of lost items, the operator shall pay compensation in accordance with the General Terms and Conditions. 21.
