Notice of Implementation of Public Proposal Method Business Outsourcing
Regarding the business of the Akashi City Policy Bureau, Public Relations and Promotion Office, Tourism Promotion Division, a public proposal method business outsourcing (hereinafter referred to as "proposal method") will be implemented. Those who wish to participate should submit the participation application form, etc., according to the following guidelines.
Details
1. Subject Business
(1) Business Name: Akashi City Tourism Promotion Basic Plan Revision Support Outsourcing
(2) Business Location: Akashi City (However, this does not apply if permitted by the city).
(3) Business Overview: Support services related to the above (1 set)
(4) Performance Period: From the day after the contract is concluded until March 31, 2027.
(5) Estimated Limit Amount: 4,078,000 yen (excluding tax).
2. Proposal Method Participation Requirements
(Participants must meet all of the following requirements.)
This proposal method business outsourcing is open to single companies or joint ventures that meet all of the following requirements. However, in the case of a joint venture, only the representative member needs to meet requirement (1).
(1) Must be registered in the Akashi City Bidders Qualification List (Goods and Services Department) under service business, with the contract type as Survey. However, those not registered who submit an Akashi City Competitive Bidding Participation Qualification Examination Application to the Akashi City Finance Department Contract Representative by July 7, 2026 (※ Deadline for accepting participation application forms, etc.) and have it properly accepted, will be considered as registered.
(2) Must be able to assign an appropriate business manager (In the case of a joint venture, one person shall be appointed from the representative member). (Full-time assignment is not required.)
(3) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act (Showa 22, Cabinet Order No. 16).
(4) Must not fall under the provisions of Article 3 of the Akashi City Contract Regulations (Heisei 5, Rule No. 10).
(5) Must not have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Heisei 14, Act No. 154) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225).
However, this does not apply if a decision to commence rehabilitation proceedings or a decision to approve a rehabilitation plan has been made before the application period.
(6) Must not be within the Akashi City bid suspension period.
If a bid suspension measure is received between the announcement date and the deadline for accepting participation application forms, etc., the participant will lose their eligibility.
(7) Must have fully paid all Akashi City taxes that were due by the day before the deadline for accepting participation application forms, etc.
(8) Must have fully paid national taxes (corporate tax (or income tax for individuals), consumption tax, and local consumption tax) that were due by the day before the deadline for accepting participation application forms, etc.
(9) Must be able to participate in the proposal method after fully understanding the contents of the specifications, etc., and the business details.
(10) In the case of a joint venture, one member cannot be a member of more than one joint venture for this proposal method.
(11) In the case of a joint venture, members cannot participate in this proposal method individually.
3. Specifications Download
(1) Period: Available for download from Wednesday, June 24, 2026.
(2) Method: Please download the specification files from the Akashi City website within the above period.

4. Questions and Answers Regarding Specifications, etc.
(1) Those who wish to ask questions regarding the specifications, etc., must submit a question form (specified format) regarding the specifications, etc., to the Policy Bureau, Public Relations and Promotion Office, Tourism Promotion Division by FAX (078-918-5136) within the following period:
From Wednesday, June 24, 2026 to Monday, June 29, 2026, 1:00 PM.
(2) Answers to questions will be published on the Akashi City website from 1:00 PM on Tuesday, June 30, 2026.
5. Proposal Method Participation Application
(1) Those who wish to participate must submit the following documents.
a. Public Proposal Method Business Outsourcing Participation Application Form (1 copy / Form 4-1) OR Public Proposal Method Business Outsourcing Participation Application Form (for Joint Venture) (1 copy / Form 4-2)
b. For Joint Ventures Only:
* Joint Venture Composition Table (1 copy / Form 4-2-1)
* Power of Attorney for Joint Venture (1 copy / Form 4-2-2)
* Joint Venture Agreement (1 original)
c. Reference Quotation (1 original, 4 copies / Form 5-1) OR Reference Quotation (for Joint Venture) (1 original, 4 copies / Form 5-2)
d. Reference Business Cost Breakdown Sheet (Cover) (5 copies / Form 6-1) OR Reference Business Cost Breakdown Sheet (for Joint Venture) (Cover) (5 copies / Form 6-2)

h. Tax Certificate Proving No National Tax Arrears (Not a certificate of tax amount). (For joint ventures, submit for all members.)
* Issued on or after the announcement date (copy (including PDF format) is acceptable).
* For individuals: Section 3-2 (No unpaid taxes for declared income tax, consumption tax, and local consumption tax).
* For corporations: Section 3-3 (No unpaid taxes for corporate tax, consumption tax, and local consumption tax).
(2) Submission of envelopes is not permitted in person.
Please mail using a method that can prove delivery by the post office and receipt by Akashi City, such as registered mail (simplified registered mail is also acceptable).
a. Use a size 2 envelope or larger that can hold unfolded A4 documents, with an address label (Form 3-1 or Form 3-2 (for Joint Venture)) affixed to the surface. Please submit all required documents in one envelope if possible.
b. From 1:00 PM on Tuesday, June 30, 2026, questions and answers regarding specifications will be posted on the Akashi City website. Please be sure to check this before mailing.
c. The deadline for submission is Tuesday, July 7, 2026 (must arrive by this date).

d. On the day of mailing, attach a copy of the registered mail receipt to the Public Proposal Method Business Outsourcing Participation Confirmation Form (Form 2-1 or Form 2-2 (for Joint Venture)) and send it by FAX (078-918-5136) to the Akashi City Hall, Policy Bureau, Public Relations and Promotion Office, Tourism Promotion Division.
6. Presentation and Hearing Date and Location:
(1) Date and Time: Friday, July 10, 2026 *The time will be communicated after the deadline for accepting participation application forms, etc.
(2) Location: Akashi City Hall, Assembly Building, 7th Floor.
7. Contract Security: Must deposit an amount equal to or greater than one-tenth of the contract amount.
However, exemption may be granted in cases falling under Article 25 of the Akashi City Contract Regulations.
8. Consumption Tax Handling: Quotations should be stated at 100/110 of the desired contract amount (excluding tax).
The contract will be concluded at the winning bid amount plus 10%.
Fractions of less than 1 yen will be rounded down.
9. Payment Terms:

Partial Payment: No
Full Payment upon Completion
10. Contract Conclusion:
(1) Successful Bidder: The successful bidder selected by the selection committee according to the "Akashi City Tourism Promotion Basic Plan Revision Support Outsourcing Successful Bidder Selection Guidelines" will promptly negotiate the contract details with the city as a party to a discretionary contract.
Subsequently, a quotation and business cost breakdown, etc., will be submitted.
(2) Quotation: Quotations exceeding the amount stated in the reference quotation will be invalid.
(3) Submission of a Sworn Statement Regarding Exclusion of Boryokudan (Organized Crime Groups): In accordance with Article 5, Paragraph 1 of the "Akashi City Ordinance on the Exclusion of Boryokudan from Contracts", the successful bidder must submit a sworn statement stating that they do not fall under the category of Boryokudan, etc., by the contract conclusion date. (For joint ventures, submit for all members.) If such a sworn statement is not submitted by the contract conclusion deadline, the contract will not be concluded.
In this case, all costs incurred for the proposal method cannot be claimed from Akashi City and will be borne by the participant. Please be aware of this.
Furthermore, a bid suspension measure (3 months) will be imposed in accordance with Article 2, Item 8, Sub-item (a) of the Akashi City Bidder Suspension Standards.
(4) Other: If the successful bidder no longer meets any of the requirements stipulated in "2. Proposal Method Participation Requirements" by the contract conclusion date, if the contract becomes impossible due to special reasons such as accidents, or if negotiations are not concluded, the next highest ranked applicant will be successively appointed as the new successful bidder.
11. Location for Display of Contract Terms, etc.:
Akashi City Contract Regulations, Akashi City Outsourcing Contract Terms, etc., can be viewed at the Finance Department Contract Representative's office and on the Akashi City website (Bidding Corner).
12. Proposal Method Conditions:
(1) The participation application form, etc., must arrive by the specified date and time.
(2) Do not submit more than two sets of proposal documents for the same project.
(3) The proposal method documents must be signed and sealed in the necessary places and the content must be clear.
(4) The quoted amount in the reference quotation must be clear and not have been corrected.
(5) The proposal method must not be recognized as having been conducted through collusion or other fraudulent practices.
13. Invalid Participation Applications:
(1) Participation applications submitted by persons who do not have the necessary qualifications to participate in the proposal method.
(2) Participation applications submitted by persons who obtained qualifications through false applications.
(3) Participation applications that violate the conditions of the proposal method.
(4) Documents for which an address label (Form 3-1 or Form 3-2 (for Joint Venture)) has not been affixed to the envelope, etc., when sending submission documents.
(5) Submissions made by methods other than those instructed (e.g., in person, courier service), or mailed by methods other than registered mail (simplified registered mail is acceptable) that can prove delivery by the post office and receipt by Akashi City.
(6) Applications where the content of the address label is incorrect or incomplete, making the intent unclear.
(7) Envelopes containing submission documents from multiple participants.
(8) Missing required submission documents.
(9) Discrepancy between the reference quotation amount and the reference business cost breakdown amount (discounts and rounding are not permitted in the reference business cost breakdown).
(10) Applications where the intent is unclear due to typos or omissions, or where corrections have been made without subsequent sealing.
(11) Participation applications for which the applicant's signature and seal are missing on the Public Proposal Method Business Outsourcing Participation Application Form.
(12) Reference quotation amounts that have been corrected.
(13) Reference quotations submitted with amounts exceeding the estimated limit.
(14) For Joint Ventures Only:
* Missing signature and representative member's signature/seal on the Public Proposal Method Business Outsourcing Participation Application Form (for Joint Venture).
* Missing joint venture name, representative member's signature/seal, and member's signature/seal on the Joint Venture Composition Table and Power of Attorney for Joint Venture.
* Joint Venture Agreement date is not prior to the submission date of the Public Proposal Method Business Outsourcing Participation Application Form (for Joint Venture).
* Missing member's signature/seal on the Joint Venture Agreement.
14. Cancellation, etc., of Proposal Method: If it is determined that the proposal method cannot be carried out due to urgent or unavoidable reasons, the proposal method may be suspended, canceled, or withdrawn.
In such cases, costs incurred for the proposal method cannot be claimed from Akashi City.
15. Other:
(1) All costs related to participation applications will be borne by the applicant.
(2) All submitted participation application documents will not be returned. The content of the proposals submitted by the successful bidder will belong to Akashi City.
(3) If any act of undue demand, etc., as defined in the Akashi City Ordinance on the Promotion of Legal Compliance, etc. (Heisei 22, Ordinance No. 4) is committed, measures will be taken in accordance with the Akashi City Bidder Suspension Standards.
(4) Those who wish to participate in the proposal method must first confirm their contractor code, etc., on the contractor registration list posted on the Akashi City website (Bidding Corner) before applying.
(5) Incomplete submission documents will be considered invalid. Therefore, those who wish to participate in this proposal method must confirm the application guide posted on the Akashi City website in advance.
(6) If the proper placement of engineers, etc., is a condition and proper placement cannot be achieved, measures will be taken in accordance with the Akashi City Bidder Suspension Standards.
(7) Assigned engineers, etc., cannot be changed except in special circumstances such as death or retirement.
(8) For individual business owners who have their head office in Akashi City or have delegated authority to a branch, etc., in Akashi City, their residential address may be confirmed during the selection process to verify their Akashi City tax payment status. Please be aware of this.
Proposal Specifications (Akashi City Tourism Promotion Basic Plan Revision Support Outsourcing)
1. Purpose of Business: This work aims to revise the "Akashi City Tourism Promotion Basic Plan (hereinafter referred to as the "Basic Plan")" to implement effective tourism policies amidst significant changes in the surrounding environment, such as the rise in national tourism demand and the internationalization of Kobe Airport. The Basic Plan's implementation period will be five years.
2. Business Location: Akashi City (However, this does not apply if deemed necessary by the city).
3. Performance Period: From the day after the contract is concluded until March 31, 2027 (Reiwa 9).
However, even within the performance period, if the city issues instructions for the submission of individual deliverables, etc., the contractor shall comply.
4. Business Details: The details of this work will be based on the following items deemed necessary for revision. However, the content may be changed or added based on the results of the contractor's project proposal determined through the proposal process.
(1) Support for Revision of the Tourism Promotion Basic Plan
* The implementation period of the Basic Plan shall be five years.
* Analyze the current state of tourism in the city and organize the issues.
* Support the extraction of core values, setting of targets, and construction of brand stories after organizing the essential resources and values of the region.
