This work shall be carried out in accordance with this specification, the "Public Survey Work Regulations" established by the Ministry of Land, Infrastructure, Transport and Tourism, and the instructions of the client. Article 2 Definitions of terms in this special specification are as follows. (1) Client: Refers to Kikuchi City, which commissions this work. (2) Contractor: Refers to the entity commissioned to perform this work. (3) Chief Engineer: Refers to the person in charge of this work within the contractor's organization, who directs and manages the overall work. Article 3 1 The contractor shall be a specialized organization for excavation surveys of buried cultural properties, or have a specialized department, and have experience in work related to excavation surveys of buried cultural properties (such as surveying in excavation surveys). 2 The contractor shall have a head office or branch office within Kumamoto Prefecture or in the vicinity of Kikuchi City, and shall have engineers with surveyor qualifications permanently stationed to respond in case of emergencies. Furthermore, during the work period, engineers must be reachable and able to travel to the site as needed. 3 Equipment used for the work shall be compliant with the standards for surveying machinery and equipment inspection, shall be maintained at all times, and all necessary tools and equipment shall be provided by the contractor. Article 4 Qualifications for the Chief Engineer and Engineers are as follows. Chief Engineer: A full-time employee of the contractor who has graduated from a university with a major in archaeology or a related field, and has 3 years (36 months) or more of practical experience in surveying for buried cultural property excavation surveys, or is recognized as an experienced professional with equivalent sufficient survey experience and specialized knowledge. Engineer: A full-time employee of the contractor who holds a surveyor's license. Article 5 After the conclusion of the work contract, the contractor shall promptly submit the notification of appointment of the chief engineer, identification documents for the chief engineer and engineers (driver's license and health insurance card), resume, and the engineer's surveyor qualification certificate to the client. The format shall be provided by the contractor. Article 6 1 After the commencement of the commissioned work, the contractor shall promptly consult with the client's supervisor, establish a work execution plan that adapts to the progress of the survey, and submit the relevant documents to the client. 2 If there are any changes to the work content or work execution plan, the client and contractor shall consult and prepare the relevant documents. 3 Work shall generally commence within 3 days of the client's request, but this does not apply in cases of emergency. Article 7 When entering land for site surveys and investigations, the contractor must maintain good relations with local residents and take care not to cause unnecessary friction. The contractor shall be solely responsible for resolving any accidents or damages caused to third parties during the execution of this work, and shall promptly report the progress to the client. Article 8 Upon completion of the work, the contractor shall submit the work completion report, product delivery notification, and the deliverables, and undergo a completion inspection. All deliverables shall be the property of the client and shall not be published, transferred, or lent to others without the client's approval. The copyright of the deliverables shall belong to Kikuchi City. Article 9 If any defects are found in the deliverables due to reasons attributable to the contractor after the completion of the work, the contractor shall promptly make corrections, supplements, or other necessary measures. The costs incurred for this shall be borne by the contractor. Article 10 If any doubts arise during the execution of the work, the contractor shall consult fully with the client and follow the client's instructions. Chapter 2 Work Outline Article 11 The work outline is as follows. (1) Work Name: FY2026 Kami-Nabekura Site Farmland Improvement Project Excavation Survey, Surveying, Remains Measurement, and Aerial Photography Services Contract (2) Work Location: Genchi, Kikuchi City, Kumamoto Prefecture (Site office is planned near 659-2) (3) Performance Period: From the contract date until March 12, FY2027 Surveying/Remains Measurement: Approximately 5 months, Aerial Photography: Scheduled twice within 5 months (On-site work for remains measurement shall be carried out promptly after contract conclusion) Deliverables Preparation: Until the end of the contract period (4) Work Outline: - 4th Order Control Point Survey (approx. 3 points) 4th Order Leveling Survey (assumed 0.5 km from known point) - Installation of mesh stakes within the survey area: Area 1,770 m², 5m intervals (reference stakes required) - Creation of plane measurement drawings of detected remains after complete excavation within the survey area (scale 1/20 as basic, 1/10 depending on situation): Area 1,450 m² (assumed remains density < 30%) - Creation of topographic map (scale 1/200): Area 1,770 m² - Artifact recovery: 80 items, scale 1/20 as basic (1/10 depending on situation). - Aerial Photography: 5 cuts per session (total of approx. 10 cuts in 2 sessions) Chapter 3 Work Specifications Article 12 The work content is as follows. [4th Order Control Point Survey/4th Order Leveling Survey] - Use public coordinates (World Geodetic System II) according to the National Land Survey Act. - Accuracy shall conform to the Public Survey Work Regulations. - The location of control points shall be determined in consultation with the client. - Leveling shall be direct leveling, with an allowable leveling error of 20√s (unit: mm, s = route length in km) or less. [Installation of Mesh Stakes within Survey Area] - Wooden stakes (red) shall be installed at 5m intersections of public coordinates. Reference stakes (yellow) shall be installed at the boundaries of the survey area. [Plane Measurement of Detected Remains after Complete Excavation within Survey Area] - Create plane measurement drawings (scale 1/20, 1/10 depending on situation) for each detected remain after complete excavation within the survey area. - The measurement target and measurement area shall be the entire survey area of 1,770 m² (remains density < 30%). - Measurement shall be performed using digital equipment in principle, in a manner that does not interfere with excavation work. The measurement points specified by the client must be measured and entered into the measurement drawing data. The representation of remains and unearthed artifacts, and the measurement methods shall be carried out on-site in accordance with the client's instructions. [Creation of Topographic Map (Scale 1/200)] - Conduct topographic survey within the survey area. Contour lines shall be created at 20cm intervals. The line type, line size, and layout for plotting shall be determined in consultation with the client, considering the scale of the plot output and paper size. [Artifact Recovery Work] - Artifact recovery shall be performed using digital equipment. - The number of artifact recoveries shall be 80 items. [Aerial Photography Work] - Shoot aerial photographs of the entire survey area, major remains, and the surrounding area outside the survey area (from vertical and oblique angles) using a drone. - Photo enlargement, etc. - The digital camera used for photography shall have a sensor size of 35mm full-frame, an effective pixel count of approximately 20 million pixels or higher. - The drone must be capable of shooting at heights of 30m or less. - Maintain accuracy as research material for archaeological site photography. - Take all precautions to prevent drone crashes. Ensure no shooting errors occur (re-shooting is impossible after excavation of remains). Chapter 4 Deliverables Article 13 The deliverables to be submitted are as follows. (1) Survey Report: 1 set (2) Plane Measurement Data of Complete Excavation of Remains (including individual measurement drawings and measurement points): 1 set (3) Plane and Vertical Distribution Maps of Recovered Artifacts: 1 set (4) Printed output of (2) and (3): 1 set (5) Media storing digital data of (1), (2), and (3) (file extensions for (2) and (3) are ai): 1 set (6) Photographs (printed in 2L size): 10 prints, 1 set (7) Digital Image Data (file extensions raw, tiff, jpeg): 1 set Chapter 5 Other [Use of Local Companies and Procurement of Materials] Considering that construction and commissioned work ordered by Kikuchi City are funded by Kikuchi City's budget, materials for construction shall be procured from within Kikuchi City as much as possible (transactions with related companies). Efforts shall also be made to employ personnel from within Kikuchi City, regardless of whether they are full-time or temporary staff. [Exclusion of Undue Intervention by Anti-Social Forces from Contractors] If undue demands or obstruction of work (hereinafter referred to as "undue intervention") are received from anti-social forces or their affiliates, the following matters shall be observed. Failure to comply may result in suspension of designation or other measures. (1) In the event of undue intervention, firmly refuse it, report it to the police immediately upon occurrence, and cooperate as necessary for the investigation. (2) Promptly report in writing to the client the details of the report to the police, etc. If there is a risk of delay in the work schedule due to undue intervention, consult with the client.
