Dit betreft de publicatie in geval van vrijwillige transparantie vooraf van het voornemen tot het gunnen van de opdracht voor het aanschaffen van 10 stuks ACT meters, incl. onderhoud en verbruiksmaterialen. De aanschaf inclusief onderhoud en verbruiksmaterialen zal op basis van een uitzondering op de aanbestedingsplicht enkelvoudig onderhands kunnen worden gegund omdat het UMCG zich kan beroepen op artikel 2.32 lid 1 aanhef en sub b 2° van de Aanbestedingswet 2012 . Dit artikel beschrijft dat wanneer er om technische redenen er geen mededinging mogelijk is, er een uitzondering ontstaat op de aanbestedingsplicht.
