GVB voert al 125 jaar openbaar vervoer uit in en rond Amsterdam. GVB is verantwoordelijk voor de OV-operatie in Amsterdam maar ook voor het realiseren, beheren en in stand houden van OV-infrastructuur zoals spoor-, energie- en laadinfra en OV-vastgoed zoals stations, werkplaatsen, stallingen en kantoren. Per 1 juli 2025 heeft opdrachtgever Vervoersregio Amsterdam opnieuw voor 11 jaar een integrale OV-concessie, dat willen zeggen OV-operatie en beheer Infrastructuur aan GVB gegund. Amsterdam groeit sterk en daarmee groeit ook de behoefte aan goed OV in Amsterdam. Amsterdam zet daarbij in op verduurzaming en terugdringen van autogebruik ten gunste van duurzamere mobiliteitsvormen zoals OV. GVB staat de komende concessieperiode voor de uitdaging om deze groei te faciliteren. Door de sterke groei van OV in Amsterdam is er ook behoefte aan optimalisering en uitbreiding van OV-infrastructuur. Door deze groei maar ook door technische ontwikkelingen wordt er ingezet op een verdere professionalisering van het beheer van OV-infrastructuur en OV-vastgoed. Door de groei van het OV en door de krappe arbeidsmarkt voor hoger technisch personeel verwacht GVB de komende concessieperiode relatief minder met eigen personeel te kunnen invullen en vaker een beroep te moeten doen op externe technische kennis en personeel. GVB kiest ervoor om hiervoor langdurige vaste afspraken aan te gaan met meerdere Ingenieursbureaus. Uit een globale spend-analyse blijkt dat de totale omzet binnen GVB voor ingenieursdiensten en advies- en inspectiediensten in de periode 2019 t/m 2025 (7 jaar) circa € 24,5 miljoen heeft bedragen. Op jaar basis betreft dit een omzet van circa € 3,5 miljoen ex BTW. Omdat GVB in de periode 2026-2033 mogelijk meer werkzaamheden gaat uitbesteden en een groei van werkzaamheden voorziet raamt zij deze opdracht op circa € 5 miljoen ex BTW per jaar. De maximale gezamenlijke opdrachtwaarde voor de drie raamovereenkomsten over de maximale looptijd van 8 jaar zal 50 miljoen euro ex BTW (prijspeil 2025) bedragen.
