The Australian Centre for Disease Preparedness (ACDP) is a high security facility that consists of high containment PC3/PC4 laboratories and large animal facilities that support Australia’s biosecurity.The purpose of the CSIRO APLR Stage 2 project is to complete a major upgrade of the laboratories, large animal facilities, and infrastructure in stages whilst ACDP remains operational.The Contractor is responsible for validating the existing design of the laboratories, large animal facilities, and infrastructure upgrades as compliant and fit for purpose, and to then progress and complete the design before carrying out the refurbishment and upgrade works Conditions for Participation: 5.1Conditions for Participation5.1.1Subject to clause 5.7, CSIRO will exclude a Tenderer from further consideration if at the RFT Closing Date and Time CSIRO considers, in its absolute discretion, that:a.the Tenderer does not exist as a single legal entity with the capacity to contractb.the Tenderer has any decisions against it (excluding decisions under appeal) relating to employee entitlements for which any resulting order has not been satisfiedc.the Tenderer, the Tenderer’s Personnel, any proposed Subcontractor or Subcontractor Personnel, have been listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) or named in the Consolidated Listd.the Tenderer does not hold all Valid and Satisfactory Statements of Tax Record required for its entity typee.the Tenderer does not hold, (if known at the time of tendering), all Valid and Satisfactory Statements of Tax Record required for the entity type of any of any First Tier Subcontractor that it proposes, as part of its Tender response, to engage to deliver the Goods / Services as part of a contract resulting from a procurement with an estimated value of AUD $4 million or more (GST inclusive)f.the Tenderer cannot confirm that the Builder/s the Tenderer proposes to contract to undertake the building work will be accredited under the Work Health and Safety Accreditation Scheme, established under the Federal Safety Commissioner Act 2022, at the time of entering into the contract for the building work and while the building work is being carried out andg.the Tenderer did not attend the Site Visit in accordance with clause 5.22.5.2Minimum Content and Format Requirements5.2.1Subject to clause 5.7, CSIRO will exclude a Tenderer from further consideration if CSIRO considers in its absolute discretion that the Tenderer’s Tender:a.does not include a properly executed Tenderer’s Deed, substantially in the form at Schedule 9, as set out in Attachment C – Tender Response Schedulesb.is not written in Englishc.proposes an alternative solution where the Tenderer does not also provide in its Tender, a solution that conforms to the specified requirements of this RFTd.does not provide all Valid and Satisfactory Statements of Tax Record, required the Tenderer’s entity type (clause 5.5)e.does not provide evidence of the Builder/s Accreditation, from the Office of the Federal Safety Commissioner, under the Australian Government Building and Construction WHS Accreditation Scheme as specified in Schedule 3 item 1.3 of Attachment C - TRS (Tender Response Schedules) (clause 5.12)f.does not include a completed Supplier Environmental Sustainability Plan substantially in the form of Item 3.1.3 Attachment D – Supplier Environmental Sustainability (clause 5.14) andg.does not include a a Gender Equality Action Plan, in the form of, Attachment G, that addresses the requirements of the Australian Skills Guarantee Procurement Connected Policy
