Expression of Interest MADAGASCAR Project to reduce gender inequalities through entrepreneurship and access to economic opportunities for women (PROJET ITOVIA) CONSULTANCY SERVICES EOI N°001/2026 -EDBM/ITOVIA/AMI The Economic Development Board of Madagascar (EDBM) has received financing from the French Development Agency (the "AFD"), and intends to use part of the amount thereof to make payments for the project to reduce gender inequalities through entrepreneurship and access to economic opportunities for women (PROJET ITOVIA). The Consultant's Services will aim to support EDBM for Phase 3 and Phase 4 of the launch of services corresponding to two new service offerings: 1/ support for entrepreneurship and 2/ access to international markets. Note that four (04) phases have been identified to ensure the launch of these two new services: • Phase 1: Conviction (vision, targets, value proposition) – already completed; • Phase 2: Positioning opportunity – in progress; • Phase 3: Seeding and structuring • Phase 4: Pre-launch Phase 1, which focused on clarifying the vision, targets, and value proposition, was completed in 2024. Phase 2 on "Positioning opportunity", aimed at consolidating the business model for these two offerings and preparing a functional pilot for each, will be carried out from May to August 2026. Phases 3 and 4 are the subject of this EOI. Although consolidated within the same contract, these phases correspond to two distinct and complementary sequences. - Phase 3 – "Seeding and structuring" aims to enable the project team, supported by internal resources, to deploy pilot actions and prepare for the operationalization of systems and services. - Phase 4 – "Pre-launch" consists of the effective implementation of operational activities, through the launch of dedicated services. The selected service provider will be responsible for supporting EDBM in the implementation of phases 3 and 4 relating to the seeding, structuring, and pre-launch of new services, particularly in the context of deploying the pilot for promoting entrepreneurship and market access, and the effective launch of operational activities. As such, it will assist EDBM in: (i) organizing and managing the pilot launch, including coordinating stakeholders, allocating roles, preparing and delivering internal and partnership training, deploying services (facilitating connections, monitoring, information sharing, guidance, etc.), as well as evaluating and formalizing lessons learned for scaling up; (ii) re-engineering, simplifying, and formalizing internal and business processes, for both existing services (including the integration of a gender approach) and new services, based on organizational diagnostics, benchmarks of comparable agencies, and continuous improvement methodologies; (iii) analyzing the organizational impacts related to the launch of activities, including mapping skills and resources, diagnosing internal organization, formulating adjustment recommendations, as well as developing or updating job descriptions; (iv) supporting the operational pre-launch, including assistance with organizational changes, conducting necessary recruitment, developing and implementing a suitable training plan, as well as preparing and carrying out a communication campaign and an official launch event for the new services. The entire mission must be part of a logic of progressive structuring, skills transfer to internal teams, and securing the sustainable operationalization of services. The contract is estimated for a volume of 400 man-days, or approximately 19 expert-months, distributed between 350 man-days for Phase 3 and 50 man-days for Phase 4, over a projected period of 9 months.
