Original language: GermanDer Landkreis Anhalt-Bitterfeld hat zur Notrufabfrage, Alarmierung und Nachrichtenübermittlung eine ständig besetzte Einsatzleitstelle einzurichten und zu unterhalten (§ 3 Absatz 1 Nr. 2 BrSchG). Zudem ist durch den Landkreis Anhalt-Bitterfeld eine Rettungsdienstleitstelle als koordinierende Einsatzzentrale für den Rettungsdienst eines Rettungsdienstbereiches einzurichten. Sie ist zusammen mit der Einsatzleitstelle des Brandschutzes und der Hilfeleistung als integrierte Leitstelle zu betreiben (§ 9 Absatz 1 RettDG LSA). Für die ILS ABI wird ein Telefonanschluss Business Premium Access (L), inklusive Redundanz sowie der Leistungen "SIP- Trunk", welche die Annahme von bis zu 20 Gesprächen gleichzeitig erlaubt sowie die Leistung "Clip no Screening", welche bei Weiterleitung in die Mobilnetzte die korrekte Rufnummer der vermittelnden Stelle, nicht aber des Anrufersanzeigt. Für die Realisierung wurde durch die Dt. Telekom ein entsprechendes Angebot erstellt. Die deutsche Telekom ist Netzbetreiberin mit eigener Infrastruktur und stellt als Einzige die Rufnummer 19222 (deutschlandweite Leitstellennummer zur Erreichbarkeit außerhalb des Notrufes) im öffentlichen Festnetz mit den erforderlichen Qualitätsanforderungen sicher. Dies erfolgt in der Regel durch separate Callcenter, welche ausschließlich den BOS-Leitstellen als 24/7 Ansprechpartner dienen, sobald Störungen im System und bei der Anwendung auftreten. Die Telekom unterhält zudem ein eigenes Techniker-Netz, welches mit den speziellen Anforderungen von BOS Behörden vertraut ist. Die Telekom hat als zugelassener Anbieter für sicherheitsrelevante Telekommunikation besondere Berechtigungen. Gemäß 811 TKG unterliegt die Telekom der Pflicht als Betreiber eines öffentlich zugänglichen Telefonnetzes, verlässliche Kommunikation im Katastrophenfall sicher zustellen. Letztlich sind die Anschlüsse der Telekom untrennbar mit der Netzinfrastruktur verbunden und es existiert kein anderer Anbieter, der die aufgeführten Eigenschaften vollständig in einem Angebot vereinen kann. Daher hat der Landkreis Anhalt-Bitterfeld mit der Deutsche Telekom Business Solutions GmbH, Landgrabenweg 151, 53227 Bonn am 06.05.2026 einen Vertrag über die vorgenannten Dienstleistungen abgeschlossen.
