De functie van planeconoom gebiedsontwikkeling heeft een tijdelijk karakter en de gemeente heeft daar ook geen structurele formatie voor. Het betreft nadrukkelijk geen regulier werk van de gemeente en de gebiedsontwikkeling RijswijkBuiten is naar het zich nu laat aanzien over ca. zes jaar gerealiseerd. In de fase waarin de gebiedsontwikkeling én het programmabureau RijswijkBuiten zich nu bevinden, is een planeconoom gebiedsontwikkeling met aantoonbare kennis en ervaring in gebiedsontwikkeling, vastgoedontwikkeling en gronduitgifte nodig.
