NOTICE OF TENDER NOTICE OF OPEN NATIONAL TENDER N°0009/AONO/MINEPAT/PSRDREN/CAP2E/CSPM/2026 OF 23/10/2026 FOR THE REALIZATION OF THREE (03) MINI-DRINKING WATER SUPPLY SYSTEMS (AEP) WITH SOLAR ENERGY AT THE MOKOLO TECHNICAL HIGH SCHOOL, THE MOKOLO MARKET AND THE BOURHA DISTRICT HOSPITAL, IN THE MAYO TSANAGA DEPARTMENT, EXTREME-NORTH REGION, UNDER URGENT PROCEDURE. 1. Subject As part of the implementation of the Program "Building Capacities and Skills for Employability and Entrepreneurship in the Extreme-North Region of Cameroon" (CAP2E), for the execution of the budget for fiscal years 2026 and 2027, the Coordinator of the Special Program for Reconstruction and Development of the Extreme-North Region (PSRDREN), Delegated Contracting Authority, is launching an Open National Tender for the realization of three (03) Mini-Drinking Water Supply Systems (AEP) with solar energy, at the Mokolo Technical High School, the Mokolo Market and the Bourha District Hospital, in the Mayo Tsanaga Department, Extreme-North Region, under urgent procedure. Work Sites - Mokolo Technical High School, Mayo Tsanaga Department, Mokolo Commune; - Mokolo Market, Mayo Tsanaga Department, Mokolo Commune; - Bourha District Hospital, Mayo Tsanaga Department, Bourha Commune. 2. Scope of Services The works include, in particular: • Hydrogeological studies and site installation; • Drilling and equipping of the borehole; • Development and pumping test; • Water analysis and treatment; • Pump installation; • Construction of the borehole head; • Pumping and distribution pipelines; • Installation of the solar photovoltaic system; • Construction of the water tower; • Security fencing; • Socio-environmental aspects; • Labeling and maintenance. 3. Estimated Cost The estimated cost of the operation following preliminary studies is one hundred and seventeen million one hundred and fifty thousand (117,150,000) CFA francs including tax. 4. Lotting The works are divided into one (01) single lot. 5. Participation and Origin Participation in this tender is open to all Cameroonian companies categorized in the Other Infrastructure (hydraulics) sub-sector. 6. Financing The works covered by this tender are financed by the budget of the Special Account of PSRDREN for fiscal years 2026 and 2027 under budget line 60 B2 975 1 65000001 0133 523412. 7. Delivery Period The maximum period set by the Delegated Contracting Authority for the execution of the works covered by this tender is 4 months. This period runs from the date of notification of the order to commence services. 11. Provisional Security Each bidder must attach to its administrative documents a stamped, hand-paid bid security, issued by an institution approved by the Minister in charge of Finance to issue securities in the field of public procurement, the list of which is included in document 14 of the DAO, in the amount of two million two hundred and fifty thousand (2,250,000) CFA francs.
