NOTICE OF TENDER OPEN NATIONAL TENDER UNDER URGENT PROCEDURE N°000006/AONO/CAMWATER/CIPM/2026 OF 22/10/2026 FOR THE PROVISION OF HEALTH INSURANCE AND SANITARY EVACUATION SERVICES. Financing: CAMWATER operating budget, Fiscal Year 2026 and Following

1. Subject The Director General of CAMWATER is launching an Open National Tender for the provision of health insurance and sanitary evacuation services. 2. Scope of Services The services consist of providing health insurance and sanitary evacuation services. 3. Estimated Cost The estimated cost of the services following preliminary studies is: - Firm tranche: 1,561,987,987 FCFA including tax (One billion five hundred sixty-one million nine hundred eighty-seven thousand nine hundred eighty-seven CFA Francs including all taxes). - 1st conditional tranche: 1,561,987,987 FCFA including tax (One billion five hundred sixty-one million nine hundred eighty-seven thousand nine hundred eighty-seven CFA Francs including all taxes). - 2nd conditional tranche: 1,561,987,987 FCFA including tax (One billion five hundred sixty-one million nine hundred eighty-seven thousand nine hundred eighty-seven CFA Francs including all taxes). 4. Lotting The present Tender dossier comprises a single lot. 5. Participation and Origin Participation in this Open National Tender is reserved for Cameroonian insurance companies, established in Cameroon, meeting the conditions set by the regulations in force in the member states of the Inter-African Conference of Insurance Markets (CIMA) and approved by the Ministry of Finance of Cameroon. 6. Financing The services covered by this Tender are financed by the CAMWATER Operating Budget, Fiscal Years 2027-2028 and 2029 under budget line n° 7. Consultation of the Dossier The Dossier can be consulted at the CAMWATER Procurement Department, office A05, in Douala Koumassi, from the publication of this notice. 8. Acquisition of the Dossier The Tender Dossier can be obtained during business hours at the CAMWATER Procurement Department, office A05, in Douala Koumassi from the publication of this notice, upon presentation of the payment receipt of a non-refundable sum of FCFA 400,000 (Four hundred thousand) representing the purchase cost of the tender dossier to Account N°33598800001-89 in favor of "Special Account CAS-ARMP" of the Banque Internationale du Cameroun pour l’Epargne et le Crédit (BICEC). A copy of the said receipt will be deposited at the place of withdrawal of the Tender Dossier. 9. Submission of Offers Each offer written in French or English in Seven (07) copies, including one (01) paper original and six (06) paper copies marked as such, must be sent to the CAMWATER Procurement Department, office A05, within the CAMWATER headquarters building, no later than 11:00 AM local time on 13/11/2026, and submitted against a receipt. Delivery Period The coverage period is three (03) years divided into three tranches as follows: - Firm tranche: from January 1, 2027 to December 31, 2027 at midnight, - 1st conditional tranche: from January 1, 2028 to December 31, 2028 at midnight; - 2nd conditional tranche: from January 1, 2029 to December 31, 2029 at midnight 11. Admissibility of Offers Under penalty of rejection, each bidder must attach to its administrative documents, the bid security, issued by a first-class financial institution approved by the Minister in charge of Finance and whose list is included in document n°11 of the DAO, valid for 120 (One hundred and twenty) days from the date of opening of the offers for an amount of: 31,239,760 FCFA. The other required administrative documents must be submitted in originals or certified true copies by the issuing service or an administrative authority (Prefect, Sub-prefect), in accordance with the stipulations of the Special Tender Regulations. They must be dated no more than three (03) months prior to the date of signing the Notice of Tender or have been established after the date of signing the Notice of Tender. Any offer not in compliance with the provisions of this notice and the Tender Dossier will be declared inadmissible. In particular, the absence of the bid security issued by an institution approved by the Ministry of Finance or non-compliance with the templates of the Tender Dossier documents will result in the outright rejection of the offer. 12. Opening of Bids The opening of the offers will take place in two stages. The opening of administrative documents and technical offers will take place on 13/11/2026 at 12:00 PM by the CAMWATER Internal Procurement Committee. The opening of financial offers will take place at the aforementioned location by the same Committee at a later date and will only concern bidders who have obtained 80% of the technical score
