1. Subject The Director General of Cameroon Water Utilities Corporation (CAMWATER), Contracting Authority and Contracting Authority, is launching an open national tender for the Provision of Premises and Green Spaces Maintenance Services at CAMWATER. 2. Scope of Services The services covered by this tender consist of the provision of Premises and Green Spaces Maintenance Services. 3. Participation and Origin Participation in this TENDER is reserved for companies specialized in the aforementioned fields. 6. Financing The services covered by this consultation are financed by CAMWATER's own funds - Fiscal Year 2027. 7. Submission of Offers Offers will be written in French or English. They must be sealed in three separate envelopes presented as follows: Envelope A: Administrative File; Envelope B: Technical Offer; Envelope C: Financial Offer. Delivery Period The provisional delivery period set by the Contracting Authority for the execution of the services covered by this tender is 12 months for each lot, from January 1, 2027 to December 31, 2027. 11. Provisional Security Under penalty of rejection, each bidder must attach to its administrative documents a bid security issued by a first-class financial institution based in Cameroon and approved by the Ministry of Finance, whose list is included in document 12 of the DAO, in the amount of: Lot No. Security LOT 1 3,200,000 LOT 2 6,000,000 LOT 3 2,600,000 LOT 4 3,000,000 NB: The absence of the receipt from the body responsible for deposits and consignments (CEDEC), attesting to the deposit of the required cash amounts in its account as provisional security, will result in the rejection of the security and the disqualification of the bidder. 12. Admissibility of Offers Under penalty of rejection, the other documents of the administrative file must be submitted in originals or certified true copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Consultation Regulations. They must be dated no more than three (03) months prior to the original offer submission date or have been established after the date of signing the consultation notice. Any incomplete offer in accordance with the provisions of the Tender Dossier will be declared inadmissible. 13. Opening of Bids The opening of bids will take place in one (01) stage. The opening of administrative documents, technical and financial offers will take place on 20/11/2026 at 12:00 PM, by the CAMWATER Internal Procurement Committee in the CAMWATER offices located at the headquarters building in Douala. 14. Evaluation Criteria Disqualifying Criteria § Absence of the bid security, stamped and paid, and the receipt for the deposit of the security amount at the Deposit and Consignment Fund (CEDEC); § Absence or non-compliance of an administrative file document beyond a 48-hour period granted after the offer opening; § False declaration or falsified document; § Insufficient technical score
