Assignment Title: Brazil PMI Technical Assessment of SBCE for POWER OIL&GAS TRANSPORT

ASSIGNMENT DESCRIPTION
The overall objective is todevelop a deep technical understanding of the following carbon emitting sectorsin the Brazilian economy, to inform the final design of the SBCE, including scope,coverage and MRV requirements:
(i)
Power
(ii)
Oil & gas, vehicle fuels and transport;
The activities to bedeveloped as part of this TOR willprovide a broader support by the WB under the aegis of the Brazil PMI Project.
Industrial activitiesconsuming final energy products are not included in the scope of work since thecorresponding direct emissions (Scope 1) are addressed under another separateassignment.
The consultant willsupport the World Bank Task Team and the MoF to provide technical analysis whichshould inform key policy decisions on the above sectors to ensure fullcompliance with the SBCE legal framework.Also, the consultant should propose sector specific refinements to the SBCEto maximize the effectiveness and the efficiency of the SBCE in reducing GHGemissions in alignment with Brazil’s NDC targets and long-term decarbonizationstrategy.
The consultant shouldalso assess the potential side effects that might result from interactions withexisting market regulations and mechanisms and conflicts or overlaps with othersector policy objectives and instruments, and propose ways to mitigate thoseside effects when undesirable.
This support will provideanalysis to guide decision-making on:
1.
The scope of gases, activities, and sources tobe regulated;
2.
Thresholds for participation;
3.
The sequencing of regulatory obligations; and
4.
Any other design features of the ETS necessaryto achieving the above-mentioned objectives, including implications for MRVA approaches,and rules and emissions monitoring methodologies amongst other relevant features identified during the engagement.
It is expected that thisassignment will provide critical empirical inputs towards the parallel WB workstreamsfocused on (i) regulatory impact analysis (RIA) and policy design analysis and(i) monitoring, reporting, verification, and accreditation (MRVA) systemdevelopment.
Stakeholder engagement activitiesundertaken as part of this assignment are also expected to be aligned with andbuild upon a parallel stakeholder mapping and engagement workstream. Tofacilitate this, the consultant for each respective workstream are expected toassign coordination focal points to support the desired alignment andcoordination across workstreams.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).

Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
