Description

Die Schweizerischen Bundesbahnen (SBB) betreiben ein gesamtschweizerisches Schienennetz für den Güter- und Personenverkehr. Für den Betrieb ist der Einsatz eines sehr leistungsfähigen und zuverlässigen Datennetzes von grösster Wichtigkeit. Dieses wird sowohl für bahnkritische Anwendungen (z.B. im Bereich der Zugsicherung und Zuglenkung, im Bahnfunk und im Bereich Energiemanagement) wie auch für bahnnahe oder administrative Anwendungen (Dispositionssysteme, Verwaltungssysteme) eingesetzt. Das sich jetzt im Betrieb befindliche Datennetz nähert sich dem Ende seines Lebenszyklus. Zur Steigerung der Wirtschaftlichkeit sollen zusätzlich ganze Gebäude, die nicht Bahnrelevant sind oder einzelne Stockwerke darin, durch einen Service-Provider im as-a-Service Modell mit WLAN und LAN erschlossen, ausgerüstet und betrieben werden. Im Rahmen des Programms zur Erneuerung des Datennetzes (AiNET) wird mittels TCO-Betrachtung (Total Cost of Ownership) jeweils pro Gebäude eine Make-or-Buy-Entscheidung gefällt. Da auch im Bereich Business Connectivity bahnnahe Applikationen eingesetzt werden können, werden zwei unterschiedliche Integrationstiefen ins Datennetz der SBB gefordert. Der Service-Provider muss daher in der Lage sein, neben der marktüblichen Leistung wie Gebäudeanschluss, LAN und WLAN (Standard Business Connectivity) auch zusätzliche Anforderungen gemäss Lastenheft im as-a-Service (Bau und Betrieb) zu erfüllen. Die zu beschaffende Leistung umfasst dabei die Planung, Lieferung, Installation, Betrieb, Monitoring, Wartung und kontinuierliche Weiterentwicklung der Lösung. Erwartet werden klare Service-Level-Vereinbarungen, transparente Leistungsbeschreibungen sowie ein proaktives Störungsmanagement. Hohe Sicherheitsstandards, Datenschutzkonformität und die Einhaltung relevanter Normen und Vorschriften bilden grundlegende Anforderungen.
