Agency: ILO | Reference: rfx_7491_ROAF | Type: Call for individual consultants Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will analyse how gender dynamics shape participation and outcomes across the dairy and tourism market systems, examining gender roles along the value chains, the supporting functions (finance, information, training, infrastructure) that facilitate or impede women and men's access, and the formal and informal rules that influence how markets work differently for different groups. The analysis will identify systemic barriers and their root causes and use the MSD framework to surface concrete opportunities for gender-responsive and gender-transformative action. Beyond analysis, the consultant will review the project's current intervention portfolio and partnerships and provide practical recommendations for gender-responsive alignment. This includes integrating gender into project strategies, partner selection, and monitoring systems, with specific indicators that allow the team to track and report on gender outcomes over time. Throughout the assignment, the consultant will work closely with the T4J team, building their capacity to apply a gender lens as an ongoing part of intervention design and adaptive management, not as a one-off exercise.
