Description

Agency: ILO | Reference: rfx_12613_ROAS | Type: Call for individual consultants Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The external collaborator will undertake a comprehensive mapping and assessment of Lebanon’s existing social dialogue institutions and tripartite mechanisms. This will involve reviewing relevant legislation, policies, reports, international labour standards and comparative international experience; mapping the legal and institutional basis, mandates, composition and functions of existing mechanisms; and conducting key informant interviews with government, employers’ and workers’ representatives and other relevant stakeholders. The consultant will assess how these mechanisms operate, including their effectiveness and policy influence, and identify strengths, weaknesses, gaps, overlaps and opportunities for improved coordination, sustainability and functioning. Based on this assessment, practical and context-specific recommendations will be developed to strengthen sustained and results-oriented tripartite social dialogue in Lebanon, drawing on relevant international practices and ILO standards. Following the completion of the assessment report, the assignment will conclude with the presentation and discussion of the key findings and recommendations at a tripartite workshop organized by the ILO. If you are interested, please express interest and follow the instructions attached to consult the detailed terms of reference and other relevant information in the ILO e-sourcing platform. Please submit your proposal before the specified deadline. Thank you.
