Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
Assess the availability, quality, digitization status and structure of financial, clinical activity and billing data available in hospitals and relevant to inpatient service costing.
Coordinate with ILO Social Protection officers for the collection of the required hospital information and data for this assessment.
Assess the applicability of bottom-up, top-down, mixed or other costing methodologies given observed data availability, quality and structural constraints.
Identify and define, based on the assessed feasible costing methodologies, the minimum data requirements and technical specifications to inform the design of data collection templates for the planned costing exercise.
Document sample hospital datasets and data structures to support the implementation of the planned costing exercise.
Provide guidance and support to ILO officials conducting an interim analysis to inform the temporary adjustment of NSSF inpatient tariffs, including review of the proposed methodology and results.
Participate in meetings with the Technical Steering Committee (TSC) – see Reporting Arrangements– which will provide strategic guidance, facilitate stakeholder engagement and data access, and review key deliverables.
