Interventions should adopt a migrant-centred, gender-responsive and inclusive approach, ensuring equitable access to support and remedy for migrant workers of all genders and addressing barriers that may disproportionately affect women migrant workers and other vulnerable groups.Issuing AgencyInternational Organization for Migration (IOM)Project BackgroundEstablished in 1951, The International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all, while committed to mainstreaming gender equality and inclusion across all its programmes and activities. It does so by providing services and advice to governments and migrants.Since 2021, IOM has piloted a Regional Remediation Fund with civil society organization (CSO) partners to provide comprehensive support to migrant workers in Hong Kong Special Administrative Region, China, Malaysia and Thailand, aim to support migrant workers who had experienced labour rights violation and are in the process of seeking remediation, enabling them to pursue remedy through judicial or non-judicial mechanisms. A total of 180 cases were supported under the Regional Remediation Fund.Building on the positive outcome from the Regional Remediation Fund in the past five years, IOM Malaysia invites application of Remediation Fund from civil society organization to provide comprehensive support to migrant workers in Malaysia who experience violation of their labour rights and are in the process of seeking remediation. It seeks to ensure equitable access to support for migrant workers of all genders, recognising that women migrant workers may face additional barriers in accessing justice, remedy mechanisms and support services. Applicants are therefore encouraged to adopt gender-responsive service delivery approaches to ensure that support reaches underserved and vulnerable groups while remaining needs-based and non-discriminatory. The Fund can cover the following assistance provided to migrant workers, but not limited to:• Referrals to legal aid or support in terms of legal fees, including court and other legal process fees• Capacity building for impacted migrant workers to equip with knowledge and information in accessing justice• Visa extension fees/documentation assistance• Emergency psychosocial supportOn a case-by-case basis, the Fund may cover:• Basic need allowance, including food, clothing, hygiene items, telecommunication costs, transport, etc• Accommodation (rental payment or provision of shelter)For more information, please refer toAnnex A- Terms of Reference.Expected ResultsThe objectives of the Fund are twofold:i.To provide flexible and prompt assistance to migrant workers who have experienced violations of their labour rights (a target of at least 50% women migrant workers), enabling them to pursue remedy through state-based mechanisms, including through criminal and civil courts, or other mechanisms including the Migrant Resource Centres (MRCs);ii.To track the number and nature of cases referred (including sex-disaggregated data) to the Fund, contributing to a stronger evidence base to inform ongoing and future interventions in support of protection of migrant workers.Indicative BudgetThe total budget for this activity is USD $30,000.00, to be disbursed to selected implementing partner(s).
