Description

The City of Calgary is seeking a qualified consulting firm to design and deliver a water audit program for eligible food service and hospitality businesses and subsequent Industrial, Commercial and Institutional (ICI) segments in Calgary. The water audit program will build on the findings and recommendations of the ICI water use assessment and end use study (see Appendix F, F.A.1 for selected relevant excerpts of this document) and provide actionable water-efficiency recommendations, estimated water savings, and implementation opportunities for participating businesses. Calgary’s food service sector is characterized by a limited number of dominant water end uses, including commercial kitchens, sanitary fixtures, laundry (hotels), refrigeration/cooling systems, and leak driven losses, which supports a standardized, scalable delivery approach to reduce water use. As a result, meaningful water savings can be achieved without the need for complex, site specific engineering. The project objectives are the following: 1. Identify and correct dominant drivers of excess water use from targeted accounts in the food service (phase 1 and 2) and hotel properties (phase 3). 2. Convert site survey findings into completed upgrades. 3. Test and refine a repeatable delivery workflow. 4. Produce defensible savings evidence. 5. Demonstrate program cost effectiveness. 6. Establish a credible engagement model. The project anticipates the following phases: Phase 1 (Pilot): .a Develop standard site-survey design .b Minimum 20 (twenty) completed site surveys and follow-ups as part of initial pilot .c Assess pilot learnings and provide program expansion recommendations Phase 2: .a Development and delivery of an expanded water efficiency business water audit program focusing on food service properties Phase 3: .a If approved, expansion of program to food services and hotel properties Phase 4: .a If approved, continued expansion to additional ICI segments as chosen by The City. Ongoing through all phases: 1. Administer rebate program (dependent on available funding); and 2. Monthly progress metrics and annual program reporting. Unless otherwise stated in the Agreement Letter, the award under this RFP will be for all Phases, subject to approval by The City after each Phase.
