The Technical and Financial Proposals will be evaluated in accordance with the evaluation criteria and methodology set out in the attached Terms of Reference (ToR). Bidders are advised to carefully review the ToR and ensure that their submissions adequately address all requirements and evaluation criteria defined therein. To provide bidders with first hand information on the project details, a pre-bid meeting has been scheduled for 2nd August 2026 at 14:00hrs Kabul time. Please see Annex-8 on the meeting link.
