1. The Federal Republic of Nigeria has received financing from the World bank toward the cost of the Kwara State Adolescent Girls Initiative for Learning and Empowerment Project and intends to apply part of the proceeds toward payments under the contracts for the construction of 13 Junior Secondary Schools and 13 Senior Secondary Schools, LOTs 1 to 4 in Kwara State.

2. The Kwara State Ministry of Education and Human Capital Development, through the office of the Project Coordinator, Kwara State AGILE now invites sealed bids from eligible Bidders for the following lots: 

LOT 1 - Construction of 3 Nos Junior Secondary Schools and 3 Nos Senior Secondary School, as per list included in section II of the bidding document

LOT 2 - Construction of 5 Nos Junior Secondary Schools and 2 Nos Senior Secondary Schools, as per list included in section II of the bidding document

LOT 3 - Construction of 3 Nos Junior Secondary Schools and 4 Nos Senior Secondary Schools, as per list included in section II of the bidding document

LOT 4 - Construction of 2 Nos Junior Secondary Schools and 4 Nos Senior Secondary, as per list included in section II of the bidding document

The work period is 12 months and the margin of Preference shall not be allowed.

3. The attention of the prospective bidders is hereby drawn to the pre-construction activities, including confirmation of foundation designs of various buildings to determine suitability for the soil type, preparation of service drawings for the site, etc, as required under paragraph 5 of section III of bidding document.

4. Bidders may bid for one or several lots, as further defined in the bidding document. Bids should be presented separately for each lot.  Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

5. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulation for IPF Borrowers” Procurement in investment Projects Financing” September, 2025 (“Procurement Regulation”) Available on www.worldbank.org/en/programs/project-procurement/framework  and it open to all Bidders as defined in the Procurement Regulations

6. Interested eligible Bidders may obtain further information from the office of the Kwara State Adolescent Girls Initiative for Learning and Empowerment Project through kwarastateagile@gmail.com, CC: nihinlolabolarin@gmail.com and inspect the bidding document during office hours from 9:00 am to 4:00pm (local time) at the address given below: No 17, Agba Road, GRA, Ilorin, Kwara State.

7. The bidding document in English may be purchased from the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N 100,000.00) in a Bank draft in favour of “Kwara State Adolescent Girls Initiative for Learning and Empowerment Project”; or bank transfer to the SPIU’s bank account (the bank account details are:

The Document could be collected at the address below on presentation of proof of payment, at the bidder’s request, the documents could also be sent through other means, if by courier after payment of an additional fee to cover the delivery cost.

8. Bids must be delivered to the address in paragraph 12 below on or before Wednesday, 9th September, 2026 by 12 noon (local time)

9. All Bids must be accompanied by a Bid-Securing Declaration duly signed by the bidder representative

10. All Bids must be accompanied by a Sexual exploitation and Abuse (SEA and/or Sexual Harassment (SH) Declaration.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successfully bidder’s beneficial ownership, as part of the contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
