Background Terre des hommes is an independent, neutral and impartial international organisation committed to protecting the rights and improving the well-being of children and young people, particularly those exposed to risk. Terre des hommes Nigeria operates in a complex humanitarian environment and seeks to strengthen its future positioning in Education in Emergencies and Child Protection in Emergencies ahead of the ECHO Humanitarian Implementation Plan 2027. The assignment aims to provide the Nigeria delegation with the contextual analysis, and technical groundwork necessary to design a relevant, evidence-based and competitive proposal in response to the ECHO HIP 2027. The consultancy will support the situation analysis, stakeholder mapping and the co-development of a response strategy with Tdh teams and consortium members. 2. General objective To strengthen the strategic and programmatic positioning of Terre des hommes Nigeria for the ECHO HIP 2027 in Education in Emergencies and Child Protection in Emergencies, and to prepare the technical and analytical elements required for the rapid development of a relevant and competitive project proposal. 3. Specific objectives Review relevant ECHO priorities, previous Humanitarian Implementation Plans (HIPs) and available humanitarian planning documents. Analyse humanitarian needs, response gaps and potential geographic priorities in Education in Emergencies (EiE) and Child Protection in Emergencies (CPiE), including support to the situation analysis through the development of methodologies and data-collection tools, and the production of high-quality analysis to inform the response. Assess Tdh Nigeria's current positioning, comparative advantages and capacity gaps. Support the development of a coherent response strategy in collaboration with consortium partners, including INGOs and NNGOs. Develop realistic positioning scenarios and integrated response strategies covering both EiE and CPiE. Prepare a preliminary technical package that can be rapidly adapted following the publication of the HIP, and identify the resources required to address existing capacity gaps. Develop a practical action plan for the Nigeria country office. 4. Scope of work Desk review of relevant ECHO, humanitarian, sectoral and Tdh documentation Internal consultations with programme, technical, grants, MEAL, logistics, security and management teams External interviews with coordination mechanisms, potential partners and relevant humanitarian stakeholders Analysis of priority needs, target groups, geographic areas and response gaps Assessment of Tdh’s technical, operational and partnership positioning Development and comparison of at least two or three positioning scenarios Preparation of preliminary project design elements for the preferred scenario Facilitation of validation workshops and a final restitution session 5. Expected deliverables 5.1 Inception report Understanding of the assignment, detailed methodology, work plan, consultation plan, required documents, schedule, risks and limitations 5.2 Desk review and preliminary strategic analysis Review of ECHO priorities, previous HIPs and humanitarian planning documents, analysis of the humanitarian context, key EiE and CPiE needs, response gaps and geographic priorities, preliminary assessment of Tdh Nigeria's positioning, comparative advantages and capacity gaps, relevant actors, geographic presence, potential complementarity, opportunities and main risks 5.3 Positioning options At least two or three scenarios covering geographic focus, target population, objectives, activities, EiE and CPiE integration, partners, risks, assumptions and indicative budget range 5.4 Assessment methodology and data-collection package Refined methodology for consultations and needs assessment, Data-collection tools and interview guides, analytical framework and data-validation approach, guidance for field teams and consortium partners 5.5 Situation analysis and refined response strategy Consolidated needs and situation analysis, Validation or adjustment of strategic priorities, refined response strategy and recommended intervention package and partnership model, identification of technical and operational gaps requiring further investment 5.6 Preliminary technical package and proposal action plan Draft intervention logic and logical framework, proposed indicators, preliminary activities, risk analysis, staffing, logistics, security and MEAL implications, initial budget assumptions, action plan for proposal development, including responsibilities, deadlines and remaining analyses, recommendations to address identified technical gaps 5.7 Proposal-development support Up to 7 days of on-demand technical support: technical inputs and backstopping for proposal development, review of narrative sections and technical coherence, participation in proposal review meetings and consortium discussions 5.8 Final report and restitution Consolidated findings, recommendations, key lessons learned, remaining gaps and mitigation measures, next steps and presentation to the Tdh team 6. Working arrangements The assignment is expected to be conducted through a hybrid modality combining remote work and approximately 10 working days in Nigeria, including Borno State. The exact number of days in-country, sequencing of activities and total level of effort will be confirmed based on the selected technical proposal. The consultant may be required to travel to one or more field locations, subject to operational feasibility and security validation. 7. Indicative duration The assignment is expected to span the period preceding and following the publication of the ECHO HIP 2027 (September-November), with an estimated level of effort of 30–40 working days. Applicants are invited to propose a phased work plan, including the indicative allocation of days for strategic analysis, data collection and assessment support, response design, and proposal development. 8. Required profile Demonstrated experience in ECHO proposal development or strategic positioning for ECHO funding Strong technical expertise in Education in Emergencies Strong technical expertise in Child Protection in Emergencies Experience in integrated EiE and CPiE programming Experience in humanitarian needs analysis, project design, theory of change and logical framework development Experience in stakeholder mapping, local partnerships and consortium development Knowledge of the Nigerian humanitarian context, preferably Excellent analytical, facilitation and English writing skills Ability to deliver high-quality, operationally usable outputs within tight deadlines 9. Supervision and coordination The consultant will work under the supervision of the Tdh Nigeria Country Director or a designated focal point. A review group may include programme, technical, grants, MEAL, logistics, security, regional and headquarters representatives. 10. Confidentiality, ownership and compliance All deliverables and materials produced under the assignment will remain the property of Terre des hommes The consultant must maintain confidentiality and comply with applicable data protection requirements No external publication or reuse is permitted without prior written authorisation from Tdh The consultant must comply with Tdh’s Code of Conduct, safeguarding requirements, PSEA standards, anti-fraud and anti-corruption rules and conflict of interest requirements 11.
