1. The Republic of Angola the Ministry of Higher Education, Science and Technology and Innovation, has received financing from the World Bank toward the cost of Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of the proceeds toward payments under the contract for Construction of Academic Infrastructure at ISCED Huambo.
2. The Tertiary Education, Science, and Technology Project (TEST) now invite eligible Bidders to submit sealed proposals for Construction of Academic Infrastructure at ISCED Huambo.
The work will consist of construction of Academic Infrastructure at ISCED Huambo. The land designated for the establishment of the Institute is in a peripheral area of the city of Huambo, approximately 700 meters south of the Huambo University City, and has approximately 206,400.00 m2 of surface area. The land is characterized by a rectangular shape with rugged topography, with a height variation of approximately 13 meters from east to west.
The construction period is twenty-four (24) months.
3. Bidding will conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for the Bid cost.
5. Interested eligible Bidders may obtain further information from: Tertiary Education, Science, and Technology Project (TEST), and inspect the Bidding document during office hours 08h00 to 15h30 at the address given below.

or at the address below. The procurement documents can be uploaded directly from the link above or sent by e-mail upon request.
7. Bids must be delivered to the address below, on or before September 10th, 2026, at 10:00 a.m. local time. Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a:
(i) Bid-Securing Declaration as per the attached format;
(ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and (iii) Local Labour Method Statement.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
