- The Republic of Angola the Ministry of Higher Education, Science and Technology and Innovation, has received financing from the World Bank toward the cost of Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of the proceeds toward payments under the contract for Construction of Academic Infrastructure at ISCED Uíge.
- The Tertiary Education, Science, and Technology Project (TEST) now invite eligible Bidders to submit sealed proposals for Construction of Academic Infrastructure at ISCED Uíge.
The work will consist of urbanization and administrative and teaching buildings, auditorium and cafeteria, library, water reservoir, wastewater treatment plant, internal roads, landscaping, utilities networks, electrical and telecommunication infrastructure, as well as the equipment for these infrastructures, with an overall objective of creating a sustainable university complex with capacity for approximately 5.000 students. The works comprise earthworks, reinforced concrete and steel structures; architectural finishing, hydraulic, electrical, HVAC and telecommunication installations, external infrastructure and landscaping works, executed under a phased implementation approach with Phase I, subject matter of this bidding documents, covering the core academic and support facilities. The implementation period will be twenty-four (24) months. It is a unit price contract (admeasurement with bill of quantities) in accordance with the relevant Regulations.
The entire plot of land earmarked for the Institute's establishment is located around 15 km from the center of Uíge and covers an area of around 400 hectares. The ISCED Uíge project infrastructure covers an area measuring approximately 420 meters by 150 meters. The terrain is characterized by rugged topography, with an elevation change of around 10 meters along the east-west axis and 15 meters along the north-south axis when measured at the midpoint of each axis. Consequently, the highest elevation is found in the south-eastern corner of the site, while the lowest elevation is found in the north-western corner.
The construction period is twenty-four (24) months.
3. Bidding will conduct through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for Bid cost.
5. Interested in eligible Bidders may obtain further information from: Tertiary Education, Science, and Technology Project (TEST), and inspect the Bidding document during office hours from 08h00 to 15h30 at the address given below.
6. The Bidding document in English is available free of charge to interested bidders, upon written request by completing the Registration Form – Request for Specifications, available at the following link: BAF\Bidder Application Form Uíge.pdf or at the address below. The procurement documents can be uploaded directly from the link above or sent by e-mail upon request.
7. Bids must be delivered to the address below, on or before September 28th, 2026. Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a:
(i) Bid-Securing Declaration
(ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and
(iii) Local Labor Method Statement.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
