Invitation for prequalification
The Government of Republic of Bulgaria has received financing from the World Bank toward the cost of the Municipal Infrastructure Development Project, and it intends to apply part of the proceeds toward payments under the contract for Construction of Luda Yana Dam and Potable WaterTreatment Plant. This contract will be jointly financed by the budgetof Republic of Bulgaria, through the budget of Ministry of Regional Development. Bidding will be governed by World Bank's eligibility rulesand procedures. The Ministry of Regional Development intends to prequalify contractors and/or firms for MIDP-CW-ICB-1 Construction of Luda Yana Dam and Potable Water Treatment Plant.
Luda Yana dam is located at about 2 km northeast from the town of Panagyurishte, on Luda Yana River, immediately downstream of the confluence of Stara River and Muleiska River.
The main facilities of Luda Yana Dam are: dam wall, water intake tower, diversion tunnel, bottom outlet, spillway, Potable Water Treatment Plant (PWTP).The dam is designed as an embankment (earth-fill) type, built from local materials. The shoulders are made of the river sandy gravels. The watertight element is a central core made of clay, founded ona 1m- thick concrete slab. The dam body is constructed up to 30 m (70% of the proposed total height of 43.5 m).
Major activities to be performed for the construction of Luda Yana Dam and PWTP:
1.Dam wall and adjoining facilities
-Excavation for the wall and its facilities 62 000 m3
-Gravel embankment for supporting prisms 195 000 m3
-Filters and drains 36 550 m3
-Embankment for the clay-core wall 51 000 m3
-Rock-fill for the wall rip-rap 24 500 m3
-Construction of grouting curtain deep 30 m and long 720 m
-Construction of reinforced concrete spillway,intake shaft and bottom outlet
-Construction of control-measurement system
-Establishment of sanitary zone (protection area)
-Construction of a service building for the dam operation
2.PWTP (Potable Water Treatment Plant)
-Construction of a pumping station
-Construction of PWTP
-Construction of transmission (feeding) pipelines to the existing water supply system of Panagyurishte town.
3.Other activities
-Activities on the relocation of 110 and 20 kVelectric lines
Prequalification will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement underIBRD Loans and IDA Credits,(edition May 2004, revised October and May 2010), and is open to all eligiblebidders as defined in the guidelines.

Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 12:00 noon on 23 April 2014. Late applications will be rejected.
