The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support Project (L-PRES). The Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO) Abuja, an implementing agency of the Client intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the Construction of Beef fattening, Hide and Skin Value Chain Hub. Payments by the Bank will be made only at the request of the Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO) Abuja and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the financing agreement.
2 The Livestock Productivity and Resilience Support Project –State Coordination Office, Abuja now invites sealed bids from eligible Bidders for the activity. Construction of Beef fattening, Hide and Skin Value Chain Hub the work period is 20 months. The margin of Preference shall not be allowed.

3. Bidding will be conducted through Open National Competitive Bidding Procurement method using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” March 2025 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from the office of the Livestock Productivity and Resilience Support Project –State Coordination Office (L-PRES) and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.
- Bids must be delivered to the address in paragraph 8 below on or before Wednesday, September 16, 2026.12:00 pm (local time) Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below at 12.00 noon on September 16, 2026.
- All Bids must be accompanied by a Bid -Security and Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
