The
Women Empowerment in Kenya through Controlled Environment Agriculture (WEKCEA)
project contributes to this objective by strengthening the livelihoods and economic resilience of women through the adoption of climate-smart agricultural practices, including shade nets, greenhouse farming and hydroponics.
The project is implemented in Arid and Semi-Arid Land (ASAL) counties of Kajiado, Elgeyo Marakwet, and West Pokot, where agricultural production is constrained by water scarcity, erratic rainfall patterns, and climate variability. These conditions limit the effectiveness of traditional farming systems and disproportionately affect women smallholder farmers, who often have limited access to technology, inputs, and extension services.
To address these challenges, the project promotes controlled environment agriculture (CEA) and efficient water use practices as sustainable approaches to improving productivity, resilience, and income generation among targeted women groups.
The primary target groups for this assignment include:
Women agri-preneur groups engaged in agricultural production activities
Village-Based Champions (VBCs), who are selected members within these groups trained to act as peer educators and lead farmers
County Agriculture Officers, who provide technical extension support and institutional linkage
The inclusion of Village-Based Champions as part of the target groups is central to the project’s sustainability strategy. As embedded members of the women groups, VBCs play a critical role in facilitating knowledge transfer, supporting day-to-day application of technologies, and strengthening peer-to-peer learning systems at the community level.
A key component of the project is therefore to build the technical and facilitation capacity of group members, Village-based Champions (VBCs) and County Agriculture Officers to support the effective adoption, application, and scaling of CEA technologies.
In addition, the project seeks to generate practical, context-specific technical insights on the performance of controlled environment agriculture systems under ASAL conditions. This includes monitoring and documenting key environmental parameters such as

emperature, humidity, and water usage across the production value chain to inform adaptive and evidence-based implementation.
The assignment will therefore require an integrated approach that combines capacity building with technical environmental monitoring, ensuring both effective knowledge transfer and the generation of actionable insights to improve system performance and sustainability.
Rational, purpose, and priority objectives of the training
Purpose of the Assignment
The purpose of this consultancy is to deliver services under two integrated components:
Training and Capacity Building
– to strengthen the technical and facilitation capacity of group members, Village-Based Champions (VBCs) and County Agriculture Officers in controlled environment agriculture (CEA) and agribusiness.
Technical Environmental Monitoring and Documentation
– to generate practical evidence on the performance of CEA systems under ASAL conditions through monitoring and documentation of key environmental parameters, including temperature, humidity, and water usage.
The assignment will combine these components to support both capacity development and evidence-based adaptation of project interventions.
2. Objectives:
The consultancy aims to
a. Training and Capacity Building Objectives
Strengthen foundational technical knowledge in controlled environment agriculture, including greenhouse, shade nets and hydroponics systems
Enhance facilitation and extension capacity of VBCs and County Agriculture Officers through a Training of Trainers (TOT) approach
Improve participants’ ability to support community-level adoption and application of CEA practices
Promote climate-smart agricultural practices, including efficient water use and crop management
b. Technical Environmental Monitoring Objectives
Monitor and document key environmental parameters influencing CEA systems, including temperature, humidity, and water usage
Generate practical insights on system performance under ASAL conditions
Identify constraints and opportunities for improving system efficiency and productivity
Document lessons learned and best practices to support replication and scale-up
3. Scope of the assignment
The consultant will be responsible for delivering the following:-
Component 1: Training and Capacity Building
a. Training Content Development Develop a standardized curriculum covering:
Agribusiness concepts (Green house, shade nets, hydroponics and other Control Environment Agriculture systems, value chain selection and market linkage)
Crop management training - (Pest and disease control, Water conservation and irrigation) on the selected Value Chains such as capsicum, tomatoes etc. ,
b. Develop:
Training manuals
Presentation materials
Practical guides for field application
c. Face to Face Training Delivery
Deliver Two (2) Face to Face sessions focused on:
Agribusiness concepts
(Green house, shade nets, hydroponics and other Control Environment Agriculture systems, value chain selection and market linkage)
Crop management training
- (Pest and disease control, Water conservation and irrigation) on the selected Value Chains such as capsicum, tomatoes etc.,
Best practices in CEA and case studies with expert insights
d. Trainings will:
Be delivered physically and in all locations(Kajiado County, Elgeyo Marakwet and West Pokot County.
Use standardized content
Be scheduled at different times/days to accommodate participants across regions
Ensure interactive participation
Component 2: Technical Environmental Monitoring and Documentation
Environmental Monitoring
The consultant will deploy a technology to Monitor and document key environmental parameters for one select group in Kajiado County Under greenhouse technology including Temperature, Humidity, Water usage and Moisture Content The documentation to capture; Environmental variations, System efficiencies and constraints, Observed impacts on crop performance

4. Required Skills and qualifications
a. Minimum 5 years’ experience in:
Controlled Environment Agriculture (CEA)(Greenhouse, shade nets, Hydroponics)
Agricultural training and capacity building
b. Demonstrate experience in:
Climate-smart agriculture practices
Crop management under controlled environments conditions
Water-efficient irrigation practices
c. Experience in:
Environmental monitoring and data analysis
In Person training delivery
d. Strong facilitation, analytical, and reporting skills
