The consultant will undertake a comprehensive review of the existing concept note, as well as relevant policies, strategies, legal frameworks, studies, and comparable programmes, to inform the design of the proposed Public Employment Programme (PEP) in The Gambia.
The assignment will be complemented by consultations with government institutions, employers’ and workers’ organizations, local authorities, private sector actors, development partners, civil society representatives, and the ILO technical team.
On this basis, the consultant will prepare a comprehensive Programme Document (PRODOC) comprising the contextual and strategic analysis, Theory of Change, logical framework, implementation and governance arrangements, monitoring and evaluation system, resource mobilization strategy, risk management framework, and detailed costed budget.
Finally, a stakeholder validation process will be conducted to review and refine the document, leading to the production of a final PRODOC aligned with ILO technical standards and national employment and development priorities
