Description

The Government of Guyana is committed to inclusive growth, ensuring that all citizens, regardless of ability, can contribute to the national economy. While the MOE has expanded TVET access through new institutes in Regions 1 through 10, SEND students still face significant barriers in transitioning from secondary education to gainful employment. In addition,  the National TVET Policy 2025–2035 emphasizes alignment of training with labour market demand, expansion of workforce-ready skills, inclusion and equitable access, and strengthening linkages between TVET institutions and industry. However, students with special educational needs and disabilities (SEND) face significant barriers to accessing TVET programmes, completing training, and transitioning into employment. The Ministry of Education now invites suitably qualified persons to fill this role. RESPONSIBILITY The Consultant will perform the following tasks: • Labor Market Analysis: Conduct a targeted study of industries in Guyana to identify "SEND-ready" roles and the specific technical skills required for those positions. • Institutional Audit: Evaluate at least 5 major TVET centres (e.g., GTI, CSHE, and Regional Technical Institutes) for accessibility, adaptive equipment, and teacher capacity in special education. • Curriculum Review: Assess the Secondary Competency Certificate Programme (SCCP) and post-secondary modules for their flexibility and inclusivity for students with different disability profiles. • Stakeholder Engagement: Consult with the Council for TVET (CTVET), the Ministry of Labour’s National Job Bank, and the Board of Industrial Training (BIT). • Strategic Recommendations: Propose a model for Sector Skills Councils to act as liaisons between SEND graduates and private sector employers. MINIMUM QUALIFICATIONS a) Master’s Degree or higher in Vocational Education, Human Resource Development, Special Education, or a related field. b) At least 10 years of experience in TVET systems, with specific expertise in disability inclusion and workforce development. c) Local Context: Demonstrated understanding of Guyana’s labour market and the Competency Based Education and Training (CBET) framework is highly desirable.
