Assignment Title: ENGAGEMENT OF A CONSULTING FIRM FOR CONSTRUCTION SUPERVISION OF THE DESIGN & BUILD OF IRRIGATION SCHEME AT KAMPE OMI & DUKU LADE (KOGI AND KWARA STATES

The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Construction Supervision of the Design & Build Irrigation Schemes (Modernization and Expansion) across selected irrigation schemes nationwide.
The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. Under Subcomponents 2.2 and 2.3 of the Project, the FGN seeks to rehabilitate and modernize irrigation and drainage infrastructure while improving irrigation management systems to enhance water delivery efficiency, expand command areas, and strengthen climate resilience.
Purpose of the Assignment
The modernization and expansion of the irrigation schemes will be executed under a Design Build (DB) contractual arrangement governed by the FIDIC Yellow Book (2017 Edition). Due to the complexity of the DB modality, the Employer requires an independent and highly qualified Supervision Consultant (“the Consultant”) to act as the Employer’s Representative throughout the project life cycle.

The Federal Ministry of Water Resources and Sanitation, through the Federal Project Management Unit (FPMU) of the SPIN Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms must provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the Services.
Shortlisting Criteria
- The firm shall have a minimum of ten (10) years of demonstrated in experience providing construction supervision services for large scale infrastructure projects, Experience with Design Build (DB) or FIDIC Yellow Book based contracts is an added advantage.
- The firm shall demonstrate experience in the supervision (which includes experience in reviewing, verifying and approving detailed engineering designs during implementation of irrigation schemes/projects, including hydraulic, geotechnical, structural, electromechanical, and SCADA/telemetry systems) of at least three (3) irrigation projects of comparable scale and complexity within the past ten (10) years.
- The firm shall demonstrate experience in supervising rehabilitation, or expansion of gravity fed and pressurized irrigation systems, including canal networks (open/closed channels), water control structures, drainage systems, and on farm distribution infrastructure.
- The firm shall demonstrate its technical and managerial capabilities, including the capacity to mobilize a multidisciplinary team of qualified engineers and specialists for the supervision of large irrigation infrastructure projects.
Evidence of similar assignments previously undertaken (Contract Award Letters, Job Completion Letters, and other evidence that may be required to verify such experience).
NOTE: Key Experts will not be evaluated at the shortlisting stage.
Selection of the Consulting Firm
Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, 7th Edition (September 2025) (“Procurement Regulations”), and open to all eligible firms as defined therein.
The attention of interested Consultants is drawn to Section III, paragraphs 3.15, and 3.16 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Consortium/Joint Venture to enhance their qualifications and should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. Evidence of such association must be provided in the Expression of Interest.
The implementation period for this assignment shall be Twenty-Six (26) months from the date the contract became effective.
