The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS) is currently implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.
The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower, irrigation, flood management and climate resilience in selected areas of Nigeria. The Federal Government of Nigeria is undertaking the rehabilitation and safety improvement of selected federal dams and associated hydraulic appurtenances, including detailed engineering design, preparation of rehabilitation measures, and construction supervision services to enhance structural integrity, operational reliability, and long-term climate resilience.
The objective of the Assignment:
The overall objective of the assignment is to undertake design review, producing the design and engineering drawings, technical specifications, works requirements, and the bill of quantities and construction supervision for the rehabilitation of Kampe Omi and Duku-Lade Wier and associated hydraulic appurtenances. The Consultant shall review and utilize the findings, conclusions and recommendations of the Dam Safety Review Panel of Experts (DSRPoE) Dam Safety Assessment Reports as the technical basis for the assignment.

The Federal Ministry of Water Resources through its Federal Project Management Unit (FPMU) of the Sustainable Power and Irrigation for Nigeria (SPIN) project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Service. Interested firms must provide sufficient and verifiable information demonstrating that they possess the required qualifications and relevant experience to perform the Services.
The Short-Listing Criteria are:
- Proven evidence of general experience of Consultancy in water resources management, dam engineering and dam safety;
- Demonstrated experience of at least ten (10) years in providing consultancy services related to construction supervision and contract administration of infrastructure projects, with relevant experience in areas such as dam engineering, dam safety, rehabilitation and improvement of dams and associated hydraulic structures, detailed engineering design, and construction supervision of water resources infrastructure.
- The firm shall demonstrate its technical and managerial capabilities in engineering design and construction supervision of water resources infrastructure.
Note: Firms should provide details of relevant assignments, including the name and location of the assignment, client, contract value, duration, scope of services, and the firm's specific role and responsibilities. Key experts will not be evaluated at the shortlisting stage.
Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, 7th Edition (September 2025) (“Procurement Regulations”), and open to all eligible firms as defined therein.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.15 and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Consortium/Joint Venture to enhance their qualifications and should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. Evidence of such association must be provided in the Expression of Interest.
The implementation period for this assignment shall be eighteen (18) months, comprising six (6) months for the design phase and twelve (12) months for the construction supervision phase, commencing from the date the Contract becomes effective.
