Consultancy Services for Detailed Designs and Construction Supervision for the Development of Water Supply and Sanitation Infrastructure for Hoima and Fortportal Cities.

The Government of Uganda has applied for loan financing from the Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments of Consultancy Services to undertake “Detailed Designs and Construction Supervision for the Development of High Priority Water Supply and Sanitation Infrastructure for Hoima and Fortportal City.” The Project is part of the broader Water and Sanitation Infrastructure Development Program for the three cities of Fort Portal, Hoima, and Lira. The overall objective of the project is to improve water supply reliability and sanitation management in the three cities. Scope of Services The detailed design services shall include, but not be limited to the following :  Adequacy assessment of the proposed water supply and sanitation measures towards meeting the demand within Fortportal and Hoima Cities. This will involve but not be limited to, studying and updating the existing demand projections based on current preliminary design reports.  Carry out detailed designs for the scope of works identified under Fortportal and Hoima Cities respectively  Undertake geotechnical investigations, topographical and bathymetric surveys, and preparation of updated conceptual layouts & setting out details of the proposed works for the new water treatment plants, raw water transmission lines and intake systems, carry out the detailed designs for the treated water transmission system, and its associated works (booster stations and reservoirs), distribution network, and the sanitation systems.  The consultant shall carry out the Resettlement Action Plan (RAP), and Environment and Social Impact Assessment (ESIA) andobtain its approval from the National Environment Management Authority (NEMA) including assessment of potential biodiversity impacts and review and update the existing data and documentation on the Gender Action Plan(GAP) to include all new components relevant to the realisation of project objectives. The consultant should prioritize and select proposed actions within the GAP and estimate their cost.
