1. The Government of Sindh (GoS) has received a loan from the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB), along with counterpart funding from GoS, towards the cost of the Karachi Water & Sewerage Services Improvement Project (KWSSIP).

2. The Project Implementation Unit (PIU), KWSSIP intends to apply part of the proceeds of the said financing to make eligible payments against the consulting services.

3. The objective of the consulting services ("the Services") includes supporting KW&SC in the development and operationalization of an overarching E&S policy, and a comprehensive and holistic Environmental and Social Management System (ESMS) to implement these policies across KW&SC’s entire system, including all functional units, core functions, operations, maintenance activities, and all interventions comprising existing and future projects.

4. The assignment is likely to commence in September 2026. The Consultancy Services shall finalize the assignment within a period of 24 weeks from the date of signing of the contract.

6.  The Project Implementation Unit (PIU) of Karachi Water and Sewerage Services Improvement Project (KWSSIP), KW&SC now invites eligible firms to indicate their interest in providing the services. Interested Consultancy firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services.

Qualification:

  1. The firm must be a legally registered consulting firm in Pakistan with at least 8–10 years of relevant experience.
  2. The firm shall have highly qualified professional team with proven experience in Environmental and Social (E&S) risk assessment, management, and system development, water and sanitation services, infrastructure for public sector funded by Multi-lateral Development Banks (MDBs).
  3. The firm should not be in the World Bank debarred list.
  4. The Letter of Incorporation of firms will be required.

General Experience:

  1. The firm should have experience of 8-10 years providing consulting services related to environmental and social (E&S) management, risk assessment, institutional development, governance, or related fields.

Relevant Experience: 

  1. The firm should have at least two (02) completed assignments worth equivalent to USD=75,000 of similar nature involving E&S risk assessment, policy development, or E&S audit and compliance monitoring for public sector funded by Multi-lateral Development Banks (MDBs). (Copies of verifiable Contracts with Completion Certificates and full address and contact information of the employer).
  2. The firm shall have demonstrated experience in policy drafting and regulatory framework development for public sector entities, including institutional strengthening and organizational systems development.
  3. Demonstrated capacity to conduct stakeholder engagement and social risk assessments, including community level consultations.
  4. Demonstrated experience working with multilateral development banks (MDBs), preferably the World Bank or similar international financing institutions. Experience of working in the local context, preferably in Sindh/Karachi.

Managerial Capacity

  1. The firm should have adequate logistical capacity as evidenced through established functioning offices.
  2. Should have sufficient HR / managerial capacity and expertise in the areas covered in the TORs. [CVs will not be evaluated at the shortlisting stage]

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers -" Fifth Edition (Revised September 2023) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

10. A Consultant will be selected in accordance with para 7.11 Consultant's Qualification-based Selection (CQS) Method set out in the applicable Procurement Regulation (Revised September 2023).
