PROVISION OF CONSULTANCY SERVICES FOR UNDERTAKING THE FIELD ASSESSMENT, DETAILED ENGINEERING DESIGN AND PREPARATION OF PROCUREMENT DOCUMENTS FOR REHABILITATION RAILWAY TRACK AND STRUCTURES (BRIDGES AND CULVERTS) FOR KILOSA – GULWE – IGANDU FLOOD PRONE SECTION (120 KM) – PROCUREMENT REFERENCE NO. REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

1. This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) on March 21, 2023.
2. The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Second Tanzania Intermodal Rail Development Project (TIRP-2) and intends to apply part of the proceeds for Consultancy Services.
3. The consulting services (“the services”) include the provision of consultancy services for undertaking the Field Assessment, Detailed Engineering Design and Preparation of Procurement Documents for Rehabilitation of Railway Track and Structures (Bridges and Culverts) along Kilosa – Gulwe – Igandu Flood prone section (120 km). The anticipated execution period is six (6) Calendar Months

5. The Tanzania Railways Corporation (TRC) on behalf of the Government of Tanzania, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing Services. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services.
6. The shortlisting criteria are (i) Core Business and years in business (ii) relevant experience in similar assignments - the successful execution of at least three (iii) contracts of similar nature (by size and complexity) in the last ten years - information to be provided should include the name of the assignment, name including full contact details of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignments; (iii) technical and managerial capability of the firm (provide only the structure of the organization, general qualifications and number of appropriate experts). Do not provide CV of the key staff. The Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain five (5) to eight (8) eligible firms.
7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.
8. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The JV shall be considered to qualify if each member of the JV has successfully executed at least one (1) contract of a similar nature. The Sub-Consultant's experience, Technical and Managerial Capabilities shall not be evaluated to enhance the qualification of the Lead Firm or JV Partners.
9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 and to be specifically set out in the Request for Proposals.

11. 12. The firms that will submit their EOIs via e-mail must get confirmation of receiving their documents from TRC.
