Terms of Reference Title: Consultancy for the Technical feasibility and market analysis of crab fattening in two sites (Bosy and Andrahangy) - Menabe Region, Madagascar Objective of the Consultancy This consultancy has the following objective: 1- Conduct a technical feasibility assessment of crab fattening at the two selected sites (Bosy and Andrahangy), located in the Rural Commune of Marofandilia, Morondava District, Menabe Region. 2- Conduct an in-depth market analysis, including a cost-benefit analysis, of the crab value chain taking into consideration the potential for crab fattening in the two target villages. As a globally recognized biodiversity hotspot, Madagascar’s ecosystems underpin national development, rural livelihoods, food security, and climate resilience. Despite strong commitments under the Bonn Challenge, AFR100, and national restoration strategies, translating these ambitions into large-scale implementation remains constrained by fragmented institutional coordination, limited investment pipelines, weak monitoring systems, and insufficient integration of local communities in restoration planning and implementation. The International Union for Conservation of Nature (IUCN), in partnership with the Swiss Agency for Development and Cooperation (SDC), is implementing the project “Forest Landscape Restoration Hub: Advancing Knowledge, Equality, and Scaled Impact on the Ground” in Madagascar’s Menabe region. The region is facing extensive land degradation, severe biodiversity loss, and escalating pressures on its dry forests and mangrove ecosystems due to deforestation, charcoal production, slash-and-burn agriculture, and recurrent wildfires. The lack of competitive economic opportunities in the area sometimes drives local communities to exploit forests and other non-timber forest products, including mangrove fisheries, through unsustainable practices that require relatively little effort. Several households living within and around the project’s target landscape rely on the sustainable use of fishery resources, including crab fishing, as an important source of income and livelihood. In order to achieve the project’s economic objectives within the forest landscape restoration approach in its intervention area, the project intends to support the development of the crab value chain to supporting the implementation of the recommendations of the Menabe Regional Fisheries Management Plan, and responding to the concerns and livelihood needs of coastal communities of the landscape, In this context, the project plans to promote a pilot crab-fattening initiative in the Menabe Region, with the aim of increasing the added value of crab products and thereby contributing to improved local livelihoods. The initiative also seeks to reduce the harvesting and commercialization of undersized crabs that do not comply with the minimum legal-size requirements (i.e., less than 11 cm). To this end, IUCN is seeking a consultant or team of consultants to conduct both a technical feasibility assessment of crab fattening in the villages of Bosy and Andrahangy and a market analysis of the crab value chain, taking into consideration the potential for crab fattening. The overall purpose of this assignment is to assess whether a crab-fattening initiative would be technically feasible and socially, environmentally, and economically viable and sustainable, and to provide recommendations to inform the project’s decision on whether and how to proceed with the proposed pilot initiative.
