- The Kingdom of Cambodia has received a Loan IDA Credit №. 6664-KH from the World Bank toward the cost US$ 12 million and Grant №: TF0C0329 from KfW toward the cost US$ 8 million of the Strengthening Preservice Education System for Health Professionals Project (SPESHP)-Additional Financing which Ministry of Health is the Executive Agency (EA) of the Project, and it intends to apply part of the process for Consulting Service for the Services for Design and Detail Engineering for SPESHP Civil Works Program.
- The consulting services (“the Services”) include the following activities: (i) improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well as measuring educational outcomes. (ii) to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University of Health Sciences (UHS) and four regional training centers (RTCs) and its implementation with the input for Consulting Services for Detail Architectural and Engineering Designs for Two SPESHP Buildings (Battambang RTC building and UHS building) for six (6) months.
- The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shorting criteria are:
- The design firm shall have at least 10 years’ experiences in conducting similar civil works design in developing countries or in the South East Asia.
- The design firm shall have experience in producing at least three (3) projects of similar building detailed design drawings including associated works/documents required in section 3 above
- The design firm shall have experiences at least one (1) project in conducting and preparing the report of Social and Environmental Safeguard Assessment for similar civil works.
- The design firm who has experience work at least two (2) projects with World Bank or other donor financed projects is an advantage.
- Key Experts will not be evaluated at the shortlisting stage.
- Consultants may associate with other Consultants in the form of a joint venture or a sub-consultancy to enhance their qualifications.
- Consultant Services will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank's "Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (hereinafter referred to as "Procurement Regulations) dated July 1, 2016 (revised November 2017 and August 2018).
