CALL FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES FOR THE SELECTION OF A SPECIALIZED FIRM TO REVIEW, IMPROVE, DEVELOP, DEPLOY, AND INSTALL AN INTRANET PLATFORM FOR ECOWAS AND DIGITAL WORKSPACES 1. The Commission of the Economic Community of West African States (ECOWAS) and its bodies need a modern enterprise/institutional intranet to facilitate internal communication, collaboration, knowledge sharing, controlled file management, and service delivery within its various institutions and sites. As a regional public institution, ECOWAS manages a significant volume of information, working documents, and administrative interactions that require secure, accessible, and well-governed digital workspaces. 2. In this context, ECOWAS plans to implement a dedicated intranet and a digital work platform integrating collaboration tools, file synchronization, workflow automation, and Artificial Intelligence (AI)-assisted services, and is seeking specialized expertise to provide the solution within a defined timeframe and level of effort.

3. The objective of this consulting mission is to examine and strengthen the ECOWAS intranet and digital work practices and to implement (develop/configure, deploy, and install) a highly available corporate/institutional intranet platform that supports phased deployment, secure collaboration, synchronized user file spaces, workflow-based digitization of administrative processes, and integrated AI services for ECOWAS staff and authorized third parties.

4. The services to be provided include, without limitation: • A validated assessment of the current intranet environment, collaboration, file sharing, and administrative processes, including preparation for the deployment of batch 1 in certain entities and bodies/agencies of the Commission. • A set of specifications and target architecture covering information architecture, user roles, security, high-availability hybrid deployment, offline synchronization, workflow automation, AI use cases, and deployment principles. • An intranet platform configured and operational in the testing and production phase (phase 1), with load balancing, on-site/cloud distributed components, monitoring, and documented operating procedures. • An initial deployment has been carried out for certain users and entities, including collaboration spaces, knowledge repositories, search, synchronized file areas, and a validated support model for later deployment. • Priority administrative processes are digitized thanks to an integrated workflow engine comprising electronic forms, approvals, notifications, escalation paths, and audit trails. • Integrated AI capabilities, implemented and managed to enhance search, navigation, content discovery, and multilingual user support, as well as training, transfer, and a roadmap for extension to the remaining entities.

15. This contract has a duration of six (6) consecutive months, for a total intervention volume of seventy (70) working days. These days will not necessarily be consecutive. 6.

Interested consultants must demonstrate: • Experience in hosting and regional operations; • Expertise in digital platforms compliant with ECOWAS regulations; • Extent of experience with international organizations; • Proven ability to deliver integrated digital ecosystems; • Experience with AU-REC subsidiary frameworks; • Proposed team composition and qualifications (non-negotiable) Note: References must be accompanied by supporting documents (contracts, certificates, attestations). 7. SUBMISSION OF EXPRESSION OF INTEREST: Consultants must provide: • A presentation of the firm; • The list and references of similar assignments; • Proof of successful execution (copies of contracts, certificate of successful execution, award letter); • Client contact information. 8. Companies can form joint ventures (JVs) in order to increase their chances of qualification. In accordance with Article 10.2 of the revised ECOWAS Public Procurement Code (September 2021), to be eligible, foreign companies (outside ECOWAS) MUST necessarily associate with at least one firm from an ECOWAS member state (joint venture).

9. The eligibility criteria and the selection procedure will comply with the Consultant Qualification Selection (CQS) Method as stated in the REVISED ECOWAS PROCUREMENT CODE / SEPTEMBER 2021, available on the ECOWAS Commission website: www.ecowas.int.
