La consultoría dará continuidad a la asistencia técnica realizada por la OIT en 2025 y complementará el proceso paralelo de formulación de la Estrategia Nacional de Formación Dual 2026–2030. Su objetivo será contribuir al diseño de instrumentos jurídicos que permitan al Gobierno contar con un marco normativo más claro, coherente y progresivo, en línea con el marco institucional vigente, la hoja de ruta elaborada y la Recomendación núm. 208 de la OIT sobre aprendizajes de calidad. El trabajo incluirá la revisión del marco normativo aplicable, la identificación de vacíos, superposiciones y oportunidades de mejora, y la elaboración de una propuesta de arquitectura normativa progresiva. Los productos esperados serán: un informe jurídico de diagnóstico y arquitectura normativa; un borrador de Decreto ordenador transitorio para regular la etapa previa a una ley específica; y un borrador de anteproyecto/proyecto de Ley de Formación Dual, orientado a institucionalizar el modelo, definir roles, derechos y obligaciones, mecanismos de gobernanza, calidad, monitoreo, fiscalización e implementación gradual por parte del Gobierno.
