Assignment Title: Consultancy for the Implementation of the Institutional Reform of Public Telecommunications Companies.

The Government of Angola has received financing from the World Bank toward the cost of the Angola Digital Acceleration Project and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include: Conducting a detailed diagnostic, identifying quick wins, developing related action plans, obtaining formal approval and driving implementation with the responsible AT focus area owner and their teams; Developing an action plan for medium-term items, obtaining formal approval and supporting the focus area owner in implementation; Implementation using this agile methodology; Developing and implementing monitoring processes to ensure the dynamic implementation of action plan activities, feedback loops including iterative adjustments to the action plan, management and control of plan activities through to completion, and know-how transfer; and Management and control of measures to be implemented through a Digital Transformation and Optimisation Office (DTOO).

The Angola Digital Acceleration Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: #1 – Relevant experience: The firm must demonstrate having successfully executed and completed at least 3 (three) assignments of a similar nature, complexity and in a similar operational environment over the last 10 (ten) years. Details of similar assignments, including client name and address, scope, value and period, must be provided and submitted. The Expression of Interest must include a list of these previous similar assignments; #2 – Technical and management capacity of the firm: The firm must demonstrate that it possesses the necessary technical and management capacity to carry out the assignment, as evidenced in the submitted firm profiles. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
