Consulting on the pedagogical proposal for the arts in El Salvador

**Objective** The objective is to design the Strategic Plan, the Management Model, and the Sustainability Strategy of the Multifunctional Arts Center, ensuring its institutional, operational, and financial viability through progressive implementation articulated with the curricular and employability components. The selected company will have to develop five products: 1) work plan and methodology; 2) pedagogical diagnosis and conceptual framework; 3) structured curricular proposal; 4) validated final pedagogical and curricular proposal; and 5) roadmap for implementation. **What should the consultancy develop?** The work should include a Strategic Plan with a 10-year horizon, establishing the mission, vision, objectives, lines of action, programs, and services of the Center, as well as its implementation phases. It should also develop a governance model and organizational structure; an operational and maintenance model; and a financial model and a 10-year sustainability strategy, with cost estimates, projections, and financial scenarios, public, private, and international cooperation funding sources, generation of own income, and strategic alliances. The proposal should also incorporate a monitoring system with management and impact indicators and recommendations to provide feedback to the urban-architectural project according to the strategic, operational, and financial needs of the Center. The consultancy will be developed with a participatory approach, combining technical analysis with institutional validation processes. It should include documentary review, interviews with key stakeholders, and at least two in-person validation sessions. **Who can participate?** Consulting firms with a minimum of 10 years of experience in conceptual design and strategic planning of cultural centers, artistic training centers, and/or creative districts may participate. Companies must be legally constituted in their country of origin, have no impediments or disqualifications to practice their activity, and prove compliance with their legal and tax obligations. The minimum technical team must include: - General Director: professional in cultural management, communication, marketing, economics, or related areas, with a minimum of 10 years of experience in cultural management, management and financing of cultural spaces, strategic cultural plans, and/or cultural policies. - Expert in economic-financial analysis: professional in economics, finance, business administration, or related areas, with a minimum of 5 years of experience related to sustainability or financial management. - Expert in institutional transformation: professional in industrial engineering, business administration, social sciences, or related areas, with a minimum of 5 years of experience in institutional transformation and governance schemes. **What should the proposal include?** Interested companies must submit a technical proposal and an economic proposal in Spanish, with a maximum length of 30 pages, including annexes.
