Description

1. Summary Environment and Climate Change Canada has a requirement for on demand technical support and expertise for the continuous improvement of two established CGE models used to assess climate policy impacts. The two models are EC-PRO and EC-MSMR as detailed in the Statement of Work, Annex A to the bid solicitation. The period of the Contract is for three years from date of Contract Award. 2. Security There is no security requirement associated with this solicitation. 3. Integrity Provisions Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003. 4. Reciprocal Procurement - Limited Supplier Eligibility Solicitation of Offer Submission Eligibility. This solicitation of offers is subject to the Policy on Reciprocal Procurement. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined in the Attachment 1 to Part 1 Solicitation of Offers Definitions, are eligible for this solicitation of offers. Offers submitted by Suppliers of a Non-Trading Partner will be rejected. 5. Service Requirements For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation. 6. Trade Agreements The requirement is subject to the provisions of the of the Canadian Free Trade Agreement (CFTA), the Canada–Chile Free Trade Agreement, the Canada–Colombia Free Trade Agreement, the Canada–Honduras Free Trade Agreement, the Canada–Korea Free Trade Agreement, the Canada–Panama Free Trade Agreement, Canada-Peru Free Trade Agreement, the Comprehensive Economic Free Trade Agreement [CETA], the World Trade Organization – Agreement on Government Procurement [WTO-AGP], the Comprehensive and Progressive Agreement for Trans-Pacific Partnership [CPTPP] and the Canada-Ukraine Free Trade Agreement. 7.
