L’Organisation internationale du Travail (OIT), à travers le Bureau des activités pour les travailleurs (ACTRAV), souhaite recruter un(e) consultant(e) pour réaliser une analyse rapide des impacts du changement climatique sur les travailleurs et l’emploi au Tchad, en mettant particulièrement l’accent sur l’identification des opportunités d’organisation et de représentation syndicales.
L’étude devra identifier les secteurs économiques et les catégories de travailleurs les plus affectés par les risques climatiques, analyser les conséquences sur l’emploi, les moyens de subsistance et les conditions de travail, et recenser les groupes de travailleurs actuellement peu ou pas représentés par les syndicats, notamment dans l’économie informelle.
Le/la consultant(e) travaillera en étroite collaboration avec les centrales syndicales nationales et les autres parties prenantes concernées afin d’identifier les groupes de travailleurs présentant un potentiel d’organisation syndicale et d’évaluer les défis et opportunités liés à leur représentation.
La mission comprendra une revue documentaire, des consultations avec les parties prenantes, l’analyse des résultats et la validation des conclusions préliminaires avec les syndicats et l’OIT.
Le/la consultant(e) produira un rapport d’analyse rapide présentant les principaux constats, une cartographie des secteurs et groupes de travailleurs affectés, l’identification d’au moins deux à trois groupes prioritaires à organiser, ainsi que des recommandations pratiques pour soutenir les stratégies syndicales de syndicalisation, de renforcement de la représentativité et de transition juste.
La mission devra être réalisée dans un délai d’un mois.
