O curso será realizado em Curitiba, no Mabu Curitiba Business, no formato presencial e proprocionará aos servidores Dalila Pereira da Silva, Douglas Heleodoro da Silva, Flavio Roberto Meotti e Ohana Cristina Rosa Dalmas aperfeiçoamento sobre Panejamento, elaboração, analise, gestão e fiscalisação de contratos administrativos. Tem-se como objetivo capacitar os servidoras lotados no Departamento de Administração, de Cultura e Setor de Viação e Transportes para atuação técnica mais qualificada e eficiente em: Compreender o papel estratégico do planejamento nas contratações públicas; Desenvolver competências para a gestão eficiente e segura dos contratos; Debater desafios contemporâneos: terceirização, alterações contratuais, sanções e extinção; Promover integração entre teoria, jurisprudência e práticas de governança contratual.
A ação de capacitação justifica-se pela função estratégica exercida pelos servidores: Eles ocupam cargo responsáveis pelo planejamento, gestão e supervisão dos procedimentos referente a documentação que dão abertura a processos licitatórios e um deles está diretamente como membro da Comissão de Licitação e exerce a função de agente de apoio, conforme previsto nos artigos 6º, LX e 8º da Lei nº 14.133/2021.
A qualificação técnica proposta proporcionará maior segurança, padronização e eficácia no planejamento das composições de contratos administrativos, contribuindo para decisões mais assertivas, alinhadas aos princípios da legalidade, economicidade e eficiência da administração pública. Espera-se, ainda, o fortalecimento institucional da equipe, com impacto direto na melhoria da governança das contratações públicas e na mitigação de riscos administrativos e jurídicos nos certames conduzidos pelo órgão.
