Water Resources Management, according to the National Water Resources Policy, must ensure the Multiple Uses of Water, guaranteeing Quality Standards, Rational and Integrated Use of resources and acting in Prevention against Critical Hydrological Events, including those resulting from its Inadequate Use and Management. As a significant portion of the compromise of Water Resources Quality comes from the inadequate disposal and Absence of Treatment of Domestic Effluents, it is worth mentioning some of the numerous drawbacks for the Physical, Biotic and Socioeconomic Environment: Contamination of Surface and Underground Water Resources, including Water Supply Sources, Spread of Numerous Waterborne Diseases, Negative Impact on Fauna and Degradation of the Adjacent Landscape. In the Scope of Potable Water Supply, despite the gradual improvement in the provision of this service to the population, one of the biggest challenges today has been the inefficiency of current Supply Systems. Contributing to this situation in the Basic Sanitation Area, among other reasons, are the Low Institutional and Management Capacity of System Operators, the Little Availability of Resources for Investments, especially in Technological Development Actions in Networks and System Operation, the Culture of Increasing Supply and Individual Consumption, without concerns for Conservation and Rational Use, and Pragmatic Decisions to Increase Hydraulic Load and Extend Water Networks to Peripheral Areas of the Systems, to serve new Consumers, without proper Engineering Studies. As described above, there is a need to Provide Resources for the Elaboration or Adaptation and Updating of Projects for Potable Water Supply Systems (SAA) and Sewage Systems (SES), as a way to address the main issues that compromise Water Quality and Availability and, consequently, Quality of Life.
