O transporte público coletivo constitui serviço essencial, sendo dever do Município assegurar sua adequada prestação, observando eficiência operacional e atendimento à demanda da população.
A presente contratação decorre de fatos supervenientes específicos e recentes, que alteraram significativamente a dinâmica de utilização do sistema, destacando-se:
• implantação de novos cursos em unidade do SENAC no município;
• aumento da demanda oriunda do transporte escolar;
• inclusão de novos bairros com necessidade de atendimento pelo sistema;
Tais eventos geraram impactos localizados e não previstos anteriormente, exigindo análise técnica imediata para subsidiar ajustes operacionais.
