Published by Ministry of Local Government, Rural Development and Co-operatives, Local Government Engineering Department (LGED). Procuring Entity: Project Director. The main scope of the assignment for the Consultant (Package No. CS-10) is to conduct a market assessment and agribusiness investment planning study for 10 commodities across 12 representative subprojects in Bangladesh's Barind, Haor, and Coastal regions. The Consultant will analyze market demand, value chains, production systems, post-harvest management, mechanization, and institutional capacity of WMCAs, and identify and prioritize commercially viable investment opportunities. Apart from core value chain and market system study of the selected 10 commodities, the scope also includes preparing SP WMCA-specific Agribusiness Business Plans with financial analysis, implementation arrangements, and risk assessment, along with recommendations to strengthen market linkages and promote gender equality. The team will be led by a Market Systems Development Specialist/Team Leader and supported by experts in agronomy, aquaculture, mechanization, institutional development, and gender, with the assignment lasting 6 calendar months Procurement Method: Consultants Qualifications Selection (CQS). Budget and Source of Funds: Development Budget Grant/Credit. Experience and Resources Required: The consulting Firm should be nationally reputed and may associate with other Firms to enhance their qualifications. No Firm should form more than one association or joint venture (JV). If a Firm submits more than one EOI forming more than one JV/association, all EOIs submitted by forming JV/association with that Firm and also EOI submitted by that Firm will be rejected. The Consultant will be selected under Consultant's Qualifications Selection (CQS 80:20) method in accordance with the procedures set out in the ADB Procurement Policy 2017 ("Policy") and the Procurement Directive for ADB Borrowers 2026.: https://www.adb.org/documents/adb-procurement-policy https://www.adb.org/documents/procurement-directive-adb borrowers 'Short-listing' of the Consulting Firms submitting Expression of Interest (EOI) will be done by Local Government Engineering Department (LGED) based on the complete information submitted in the Standard EOI form by the intending Consulting Firms through the CMS system as mentioned in sl. 8. Intending Consulting Firms shall have, but not limited to the following competences- a) Management competence: The firm shall demonstrate proven management capacity, including effective team mobilization and coordination, QA systems, financial and administrative management, logistical planning for multi-location fieldwork, and timely delivery of quality outputs, with experience in managing similar consulting assignments for MDB-funded projects. b) Technical Competence of the Firm: i. Specialization in market assessment, value chain analysis, agribusiness development, and market systems development (MSD) approaches in agricultural and fisheries sectors; ii. Experience in conducting comprehensive market studies, preparing agribusiness investment plans and bankable business plans, assessing post-harvest management and mechanization needs, and strengthening institutional capacity of Water Management Cooperative Associations (WMCAs) or similar community-based producer organizations; iii. Experience in projects funded by MDBs (ADB, IFAD, World Bank, etc.) with proven compliance in financial management, safeguards, results-based reporting, and preparation of investment-ready business plans with sound financial analysis (NPV, IRR, BCR); iv. Demonstrated capacity in gender-responsive programming, social inclusion, and women's livelihood development, along with a track record in stakeholder consultation, multi-disciplinary team management, and knowledge management/documentation. c) Geographic Competence: Experience in similar geographic context in Bangladesh with knowledge of climate-resilient agriculture and local markets..
