Description

Project: Digital Skilling for Employment in Lebanon

The Forward Digital Mena Organization has recieved financing from the World Bank toward the cost of the Digital Skilling for Employment (DSE) project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the support of Forward MENA in leveraging data and CRM systems to improve user engagement, retention, and course completion rates across its digital learning platform and programs.

The consultancy focuses on analyzing user data, optimizing CRM workflows, and providing actionable insights and recommendations to enhance learner journeys and program performance, in alignment with Forward MENA’s strategic objectives and donor requirements. Over the period of up to 20 (twenty) months, ensuring full consistency with the TOR.

Forward Mena now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Qualifications:

  • Advanced degree in Data Analytics, Information Systems, Business Intelligence, Computer Science, or a related field, or equivalent professional experience.
  • Minimum 3 years of experience in data analysis, CRM management, or performance optimization.
  • Proven experience using data to drive engagement, retention, or behavioral outcomes.
  • Experience working with digital platforms, EdTech, or learning management systems is a strong asset.
  • Experience in NGO or donor-funded projects is an advantage.
  • Fluency in English and Arabic; French is a plus.

Skills:

  • Strong analytical skills with the ability to translate data into actionable insights.
  • Hands-on experience with CRM systems, dashboards, and data analysis tools.
  • Excellent problem-solving and critical-thinking abilities.
  • Strong communication skills and ability to work with cross-functional teams.
  • High attention to detail and commitment to data quality and results.
  • High energy, strong work ethic, and commitment to Forward MENA’s mission and values.

The attention of interested Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, effective March 1, www.forwardmena.org 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and unfair competitive advantage.
